Administration of the IFPP has improved, particularly the changes in governance instituted in 2001, such as the installment of the BOD and the Memorandum of Understanding between NRCan and DFA. The MOU improved the understanding of roles and responsibilities, and also improved financial controls; however, a file review conducted as part of this evaluation indicates that improvements are required with respect to record keeping and financial reporting (as per the recommendations of an evaluation conducted on IFPP in 1996).

L'administration du PIPF s'est améliorée, particulièrement grâce aux changements dans la gouvernance institués en 2001, comme la mise en place du CA et le protocole d'entente entre RNCan et le MAECI. Le protocole d'entente a permis de mieux comprendre les rôles et les responsabilités et a également amélioré les contrôles financiers; cependant, une revue de dossier exécutée dans le cadre de cette évaluation indique que des améliorations s'imposent en ce qui concerne la tenue des dossiers et la production de rapports financiers (conformément aux recommandations d'une évaluation du PIPF réalisée en 1996). La production de rapports sur les questions financières doit également être plus cohérente et approfondie. Une vérification du compte à fins déterminées est nécessaire avant le retour prochain des fonds inutilisés.
