Sākotnēji tie bija domāti kā te būvējamo cara piļu ansambļi, vēlāk tos rīdzinieki varēja izmantot arī savai atpūtai.

Riga is widely known for its parks and gardens. The art of parks in Riga started to rapidly develop in the first half of the 18th century. The first significant town planning measures were the establishment of two gardens: the so-called Tsar Forest at Gustavsals or Pētersals (the first Tsar garden) and at the Alexander bastions. Initially the parks were conceived as a part of an ensemble of the Tsar’s palaces, which were to be built in these places. Later, however, the citizens of Riga were able to utilize these parks for their rest and recreation.

gadā nodedzinātās Rīgas priekšpilsētas (t.s. Pēterburgas Ārrīgas, tagad Vidzemes priekšpilsētas) atjaunošanai. Tā rezultātā Ārrīga ieguva mūsu dienās pazīstamo kvartālu plānojumu. F. Pauluči darbības laikā sākās Vērmanes dārza ierīkošana, tika iekārtots ielu apgaismojums un ieviesta namu numerācija.

Paulucci made great efforts to restore the suburbs of Riga burned down in 1812 (including the so-called Petersburg’s Outer Riga, now the Vidzeme district.) As a result, Outer Riga gained the layout that can still be seen today. During Paulucci’s time, work was begun on the landscaping of the Vērmanes Park, and street lighting and numbering of buildings were introduced.
