Er zijn zo veel grote gas- en olieproducerende landen die te maken hebben met politieke instabiliteit, dat er verschillende scenario's voor militaire interventie denkbaar zijn, waarin de NAVO zou kunnen helpen bij het beveiligen van de energietoevoer. Landen als Nigeria en Irak, die ieder meer dan 2 miljoen vaten olie per dag produceren, hebben te kampen met ontwrichtende conflicten in hun eigen land. Andere energieproducenten als Saoedi-Arabië, Iran, Tsjaad en Soedan worden ook bedreigd door binnenlandse onrust. Energiecorridors in gebieden waar het geweld is toegenomen in het Midden-Oosten, Afrika en Centraal-Azië vormen ook een uitdaging voor de mondiale energieveiligheid. Een verlies van een paar miljoen vaten per dag gedurende langere tijd zou de wereldeconomie kunnen verlammen. This is the result of ten years of cooperating with NATO in the framework of the Partnership for Peace, as well as our experience in Bosnia and Herzegovina where Sweden deployed 12 battalions in the 1990s. Moreover, in Kosovo we have already been working together for five years. Critically, all soldiers - whether NATO or non-NATO - are, above all, soldiers with similar training and similar values. This makes the overall experience extremely positive.

Once such representation is in place, all the many and varied activities that have evolved within the Partnership for Peace can be developed for these regions too. The growth of a team of national representatives who understand NATO and who can begin to transmit their understanding back to their own capitals makes engagement possible in a way that nothing else can do. All the programmes open to PfP countries become immediately accessible. Diplomatic engagement becomes more effective. Most important of all, it is the presence of a decent-sized representation that opens the informal channels of communication. Much of NATO's real work in smoothing out conflicts and eliminating friction is done face to face by mid-level diplomats and officers in the bar, the restaurant or the corridors of the Headquarters. Indeed, it is the fact that all national delegations and representations, military and non-military, are co-located under one roof that makes NATO unique. The congenial atmosphere that this fosters allows real diplomacy to flourish. It is this privilege that we need to extend to our Mediterranean and Middle Eastern colleagues.

There is a lot more that we – and the international community as a whole – can do on the civilian side – in helping the Afghans to build functioning institutions, to fight crime and corruption, and get a better grip of the narcotics problem. What we must guard against at all cost is individual nations taking a narrow view of their specific role in a particular geographical or functional area. It is vital that we all keep our eyes on the overall picture, and continue our engagement in Afghanistan as a common, transatlantic endeavour.

The enlargement process has been profitable for the American and the western European entrepreneur, employee, and – consequently – for the taxpayer. We live in a globalised world, a world of increasing interdependence. Therefore, all benefits are in the end mutual and even multilateral. I will not dwell on the strictly political or military dimensions of these benefits.

that the US choice not to use NATO to run the military operations against terrorist targets in Afghanistan meant that: "It's unlikely the Americans will ever again wish to use NATO to manage a major shooting war." This judgement may or may not be accurate. Washington presumably did not ask that NATO run the military actions in Afghanistan because it did not want to repeat the Kosovo experience, where US management of the conflict was complicated by Allied criticism of US targeting strategy. Concerns of Pentagon officials about NATO's limited utility were apparently taken on board in Washington without the United States even asking the Allies to give the Alliance a more substantial role.
