Pour arriver à maîtriser la situation, ou en reprendre le contrôle, il faudrait de toute urgence essayer de faire avancer le dialogue avec l'Iran et amener les États-Unis à y participer, même s'ils ont des réticences pour le moment. Je crois qu'il serait très important de parler aux Iraniens de leur propre sécurité et de la manière de la garantir sans que l'Iran se dote d'armes nucléaires.

I think in order to keep that situation under control, or bring it back under control, it is rather urgent to enhance the strategy of dialogue toward Iran in which the United States, against its own present instincts, should share. I think it would be very important to talk to the Iranians about their own security situation and how the security of Iran can be guaranteed without Iran developing nuclear weapons. I think that talk should have taken place a long time ago. Iran is a country whose troops have been attacked by chemical weapons and the world didn't respond with a single outcry. So I think that should be done.

It could be given to airport authorities to manage on a geographic and local basis. I prefer this option less, as it starts to defeat my argument for unity of command. I believe it is imperative that in Canada we have an umbrella organization that discharges the responsibility of security as its sole function. That discharge would include pre-flight screening, checked baggage, and perimeter security.

The second point is on what these values are. I think the values of citizenship have been redefined over the years since 1946. When Paul Martin Sr. introduced the first bill, he wanted to make the point that it was important to have a Citizenship Act to stress the sovereignty of Canada and its independence and that we could use a Citizenship Act in order to promote our international status. In recent years, I think a different focus has been attached to the notion of citizenship with the idea that we should use our citizenship laws to add to our understanding of national unity, to promote national unity, and to create some form of social coherence.

From what I've heard, the thesis has been put forth that in dealing with the serious problems we are facing with respect to Iran—its threats to international peace and security, its government's threats against the state of Israel, and its nuclear weapons development program—we should rely solely on the goodwill of the Iranian people to put limitations on the Iranian government to ensure that either it doesn't proceed along any of these lines, or if it does develop nuclear weapons or a nuclear weapons capability, the goodwill of the people of Iran will act as a sufficient constraint on the government to stop it from ever posing these threats to international peace and security. Frankly, I don't buy that thesis.

The question is asked, who needs submarines and who needs anti-submarine equipment now? It is worrying that more than 40 nations have been acquiring a total of 410 conventional submarines over recent years. Obviously those countries are very aware of the tremendous advantage and shift in balance between forces that occurs when even one submarine is entered into the picture. It is a threat to even the most powerful navies.

I also mentioned that we have an ongoing project with UNICEF and UNFPA, where we provide services to adolescents, talking about youth, helping them deal with some issues that are specific to adolescence. That also goes a bit beyond health per se, but it helps them by giving them some skills for their self-esteem, choosing healthy lifestyles, like doing sports. That goes a little bit beyond health or education per se and equips youth to engage in activities that keep them outside of the more risky behaviours that we know are a big challenge for the country.

Generally speaking, we are pleased with the provisions of Bill C-19. Not only does it enact in Canada the crimes set out in the Rome Statute—David says not all, but it's a good deal of them as far as I can see—but it also provides, in clause 8, for universal jurisdiction over those who commit those crimes outside of Canada. Furthermore, under clause 48, no person can claim immunity when there is a request for his or her surrender to the International Criminal Court, and the bill provides for Canada's full cooperation with the court.

In anticipation of that review, we asked them to develop their performance indicators. I admit I haven't seen them yet, but I'm told they should be made public very soon. If Francophone communities have reached such tenuous numbers, it is in particular because, for a century, all the majority Anglophone provinces denied them their right to French-language education. The government proposed reparative policies for the Japanese and the preceding government had a whole program worth an estimated billion dollars to support the Aboriginal communities. Why not think about doing the same for the Francophones of Canada? That the Government of Canada develop a language policy based on the preservation and promotion of French.

Nunavut has an extreme challenge in terms of infrastructure issues. We currently don't have ownership to an offshore vessel. The Baffin Fisheries Coalition is moving towards ownership of an offshore vessel, so capacity in infrastructure is one of our greatest challenges in developing the offshore. Nunavut does not have one small craft harbour, but we're slowly moving towards that. And one of the things we wanted to address in the fisheries strategy was to lobby the Department of Fisheries and Oceans to bring us a small craft harbour. I think they've been working with the Government of Nunavut quite diligently in terms of developing a working group to address the issue, but it's really not coming soon enough.

The Department has a very broad mandate, and it faces a number of significant challenges. These include cuts to its funding levels by about 50 per cent, which were then doubled over the last 10 years. The Department had to wind down programs and significantly reduce its staff in a short period of time, and then re-build its capacity. Almost half its funding is for short-term programs that expire in three to five years. This makes it difficult to hire new staff, especially scientists who are looking for more stable working conditions. In addition, many of its executives and technical specialists are eligible to retire. The Department has taken on a number of important initiatives to deal with these issues. But it is also important for the Department to have good strategic management systems and practices that deal coherently with increasingly horizontal issues.

I'd like to uphold New Brunswick to you as an example of what can be accomplished when a spirit of partnership and collective accountability is brought into play in the justice and correctional system. Over the last five years there have been a series of provincial reforms introduced that have shifted the focus of our provincial corrections system away from the institutional response toward more of a community focus. Incarceration rates have fallen. Crime rates have fallen. Recidivism rates have fallen. Capacity is being built at the local level for community corrections, and communities are being better equipped to deal with the crime and conflict themselves at the local level. Also, jails have been closed permanently in the provincial system and they have not been replaced—something that is not happening in very many jurisdictions around North America.

And there is another point I want to raise. I come back to the example of the family you gave. What made your method of deterrence effective was that the intervention occurred immediately after the violation, and not six months later. In other words, the minute a family rule was violated, an appropriate sanction was applied the next day, and perhaps even the same evening. But when you subject the young offender to the full provisions of this Act, but only impose a sanction a year or two later, you lose any potential deterrent effect. What is needed is a simple process that allows intervention to occur at the appropriate time, and in the appropriate amount. When you put in place a system that only allows you to take action of one kind or another a year or two later, then you're obviously missing the boat.

I'm more intrigued with the idea of what the navy might be able to do. I was heartened to find the navy now talking publicly about acquiring up to ten, in effect, offshore patrol vessels or corvettes of some sort, which would have, among other missions, the fisheries surveillance role. At the moment the navy isn't terribly well prepared for it. The frigates are overkill in some respects—I stress some—and the small maritime coastal defence vessels are rather small. They can't operate in higher seas. The idea of the navy getting a corvette fleet I find rather intriguing, and I would regard very much with an open mind the idea of the navy taking on an expanded role.

Simultaneously, cooperatives consist of individual firms maintaining competition and efficiencies gained through competition. Most importantly, collective economies of scale endow the collective with market power to bargain for sustainable margins.
