I'm more intrigued with the idea of what the navy might be able to do. I was heartened to find the navy now talking publicly about acquiring up to ten, in effect, offshore patrol vessels or corvettes of some sort, which would have, among other missions, the fisheries surveillance role. At the moment the navy isn't terribly well prepared for it. The frigates are overkill in some respects—I stress some—and the small maritime coastal defence vessels are rather small. They can't operate in higher seas. The idea of the navy getting a corvette fleet I find rather intriguing, and I would regard very much with an open mind the idea of the navy taking on an expanded role.

Nunavut has an extreme challenge in terms of infrastructure issues. We currently don't have ownership to an offshore vessel. The Baffin Fisheries Coalition is moving towards ownership of an offshore vessel, so capacity in infrastructure is one of our greatest challenges in developing the offshore. Nunavut does not have one small craft harbour, but we're slowly moving towards that. And one of the things we wanted to address in the fisheries strategy was to lobby the Department of Fisheries and Oceans to bring us a small craft harbour. I think they've been working with the Government of Nunavut quite diligently in terms of developing a working group to address the issue, but it's really not coming soon enough.

This makes it difficult to hire new staff, especially scientists who are looking for more stable working conditions. In addition, many of its executives and technical specialists are eligible to retire. The Department has taken on a number of important initiatives to deal with these issues. But it is also important for the Department to have good strategic management systems and practices that deal coherently with increasingly horizontal issues.

I'd like to uphold New Brunswick to you as an example of what can be accomplished when a spirit of partnership and collective accountability is brought into play in the justice and correctional system. Over the last five years there have been a series of provincial reforms introduced that have shifted the focus of our provincial corrections system away from the institutional response toward more of a community focus. Incarceration rates have fallen. Crime rates have fallen. Recidivism rates have fallen. Capacity is being built at the local level for community corrections, and communities are being better equipped to deal with the crime and conflict themselves at the local level. Also, jails have been closed permanently in the provincial system and they have not been replaced—something that is not happening in very many jurisdictions around North America.

One of the major recommendations was to have some type of coordinating body in Canada. With the money Agriculture has been forwarding to PMRA for the last number of years, I think there are funds within that envelope that would definitely be a good start to that. Whether or not we'll be able to access any of it I don't know, but it would certainly be helpful.
