The second priority for Canadian foreign policy is the protection of our security within a stable global framework. This is where the issue of children in zones of conflict becomes so important. As Graça Machel recognized in her powerful report to the UN on the subject delivered in the fall of 1996, in recent times children have become more than accidental victims of conflict between adults, they have become targets, deliberately killed or wounded during ethnic conflict, intentionally raped and violated, forcibly recruited as combatants.

Des atteintes aussi flagrantes à leurs droits fondamentaux risquent d’avoir de graves conséquences sur le comportement de ceux qui survivent aux conflits. Nous devons par conséquent porter attention aux millions d’enfants de cette génération qui sont pris dans des conflits armés. Comment pouvons-nous les protéger des pires conséquences de la guerre? Et, une fois que les hostilités ont cessé, comment pouvons-nous débarrasser leur esprit de la guerre? L’élimination des mines terrestres, le contrôle des ventes d’armes légères, le relèvement de l’âge du recrutement constituent des mesures essentielles à cet égard. La réunion des enfants avec leurs familles et la fourniture de programmes de réhabilitation physique et psychologique, objectifs importants de notre aide publique au développement, sont aussi des moyens efficaces d’empêcher les nouvelles explosions de violence. Réduire les possibilités de violence dans un monde où même une guerre mineure peut nous atteindre tous est un objectif essentiel de politique étrangère.

Soit une sorte de plante cyborg où la nature, aussi sauvage soit-elle, n’est plus qu’un code numérique à usage domestique. Ce mouvement de bascule se retrouve avec Chien-loup, à savoir plusieurs vestes de camouflage cousues entre elles de manière à recomposer un motif d’arbre infini sur fond orange fluo, couleur invisible face aux gibiers. Une haute technologie textile permet ici aux prédateurs-chasseurs de se fondre dans la forêt et d’adopter le principe de camouflage de leurs proies, le devenir-virtuel de la nature se confondant ainsi pour les êtres humains avec un étrange devenir-animal.

На территории провинции создано 11 технопарков и зон, в том числе Чжэнчжоуская и Лоянская зоны новых и высоких технологий. Эти парки и зоны включают более 5 тыс. предприятий, годовой доход от продажи продукции которых превышает 100 млн. юаней. В 2007 году годовой оборот в области техники, промышленности и торговли вырос на 32,4% по сравнению с предыдущим годом и составил 216,9 млрд. юаней. Выручка от экспорта достигла около $1 млрд. Общий годовой финансовый доход парков и инновационных зон провинции Хэнань составил 3,7 млрд. юаней.

El proyecto LIFE+ Ordunte Sostenible permitirá continuar con los trabajos de restauración emprendidos en la turbera.
