Die bereits vorhandenen Instrumente (Bonner Richtlinien und Internationaler Vertrag über pflanzengenetische Ressourcen für Ernährung und Landwirtschaft) sind rasch umzusetzen. Die Offenlegung der Quelle von genetischen Ressourcen soll überdies durch Bestimmungen gefördert werden, die im Rahmen des Vertrages über internationale Zusammenarbeit auf dem Gebiet des Patentwesens der Weltorganisation für geistiges Eigentum (WIPO) auszuhandeln sind.
