Applied research in natural resources has been fundamental to structural transformation elsewhere and has so far been Africa’s Achilles heel. Fafchamps, Teal and Toye (2001) identify insufficient research into export crops as a major factor behind Africa’s declining share in world exports of tropical products.

En outre, l’indicateur des inégalités de genre du PNUD montre que l’Afrique subsaharienne présente le niveau le plus élevé de perte de développement humain imputable à ces inégalités. Ces dernières sont un frein à la transformation structurelle en général et à celle des secteurs des ressources naturelles en particulier (encadré 6.8).
