Hierbij wordt de assumptie gemaakt dat samenwerkingsvormen, zoals publiek-private samenwerking (PPS), kunnen leiden tot innovatieve uitkomsten. Echter, er is onvoldoende kennis over hoe en onder welke voorwaarden PPS innovatie kan stimuleren. Dit doctoraatsonderzoek gaat in op de vraag hoe de governance van PPS-projecten door de overheid innovatie kan beïnvloeden. De verwachting is dat hierbij zowel 'marktgerichte' als 'netwerkgerichte' governance elementen een rol spelen. Het empirische onderzoek zal in twee stappen worden uitgevoerd: eerst een fuzzy-set Qualitative Comparative Analysis (fs-QCA) op 24 cases en vervolgens comparative process tracing op 2 cases.

Union dues – Acting assignment – FS acting in EX position – Collective agreement interpretation – in January of 2003, the employer ceased its previous practice of deducting union dues from members of the FS bargaining unit who acted in EX positions – normally, when an employee in bargaining unit "A" acts in a position in bargaining unit "B", the employee becomes subject to the collective agreement applicable to the bargaining unit in which he or she is acting – an exception is made for employees who act in the EX group and Treasury Board's policy provides that in such a situation, the employee remains subject to the non-salary terms and conditions of their substantive level – the Treasury Board policy entitled "Union Dues Check-Off", however, also states that employees who are acting in an unrepresented group shall have their dues deductions terminated on the first day of the month following the effective date of the assignment – the bargaining agent argued that since article 46.07 of the FS collective agreement provided that an FS employee who acted in an EX position was excluded from the application of the Overtime article, it followed that such employees were subject to the other articles of the FS agreement, including the article on dues check-off – the bargaining agent also argued that dues check-off was a non-salary term and condition under the Treasury Board policy and that the policy regarding the termination of dues deductions did not apply in light of the collective agreement provision – the employer argued that FS employees acting in EX positions are not employees under the Public Service Staff Relations Act and therefore not subject to the FS collective agreement – the adjudicator held that the collective agreement, by specifically excluding the Overtime article from applying to FS employees acting in EX positions, must mean that all other provisions do apply to such employees – the adjudicator also found that the Treasury Board policy, which specifically states that employees acting in EX positions remain subject to the non-salary terms and conditions of their substantive level, applied in this case.

With the increase of alcohol concentration, the chemical composition of the fractions exhibited a pattern: arabinose content increased, but the galactose, protein and uronic acid contents decreased in the order of: F50 (50% ethanol precipitate), F65 (65% ethanol precipitate), F80 (80% ethanol precipitate) and FS (the supernatant after 80% ethanol precipitation).

Notre article décrit le fractionnement ainsi que la caractérisation des propriétés physiques et chimiques de la gomme ghatti (Gatifolia SD) et explique l’origine de son activité superficielle. Quatre fractions ont été séparées par la méthode de précipitation graduelle à l’éthanol. La composition chimique des fractions a varié comme suit avec l’augmentation de la concentration en éthanol : augmentation de la teneur en arabinose, diminution des teneurs en galactose, en protéines et en acide uronique, dans l’ordre suivant : F50 (précipité obtenu avec l’éthanol à 50 %), F65 (précipité obtenu avec l’éthanol à 65 %), F80 (précipité obtenu avec l’éthanol à 80 %) et FS (surnageant restant après la précipitation à l’éthanol à 80 %). Sur le plan rhéologique, la gomme ghatti et ses fractions ont eu un comportement d’écoulement de type newtonien jusqu’à ce que la concentration de la gomme atteigne 20 % (p/v) et qu’elle présente de signes de fluidification. À la même vitesse de cisaillement et à la même concentration, la viscosité apparente des fractions diminuait comme suit : F50 > F65 > F80 > FS. À la même concentration, la fraction FS est celle qui présentait la plus grande activité superficielle par rapport à la gomme ghatti et aux autres fractions et même par rapport à la gomme arabique. La composition en monosaccharides et l’analyse préliminaire de la structure ont révélé que les ramifications du polymère augmentaient dans l’ordre suivant : F50, F65 et F80. Le degré de ramification ainsi que la teneur en protéines et en acide uronique pourraient expliquer les différences de solubilité des fractions dans l’alcool. Toutefois, la structure moléculaire de la fraction FS est très différente de celle des autres fractions. La spectroscopie FTIR a montré que la gomme ghatti ne contient pas de groupement carboxylé estérifié. Nous nous attaquons maintenant à l’élucidation de la structure détaillée de chaque fraction.

FS: La acción de gobierno se estructurará en torno a cinco ejes estratégicos: el fomento de la internacionalización, la consolidación de una oferta docente innovadora y de calidad, el reconocimiento de la labor del personal docente e investigador, el impulso a la investigación ya la transferencia de conocimientos y tecnologías y la mejora de la eficiencia en la gestión de los recursos. En primer lugar, creemos que la UAB ha de continuar aumentando su reconocimiento internacional para consolidarse como polo de atracción de talento. Para alcanzar este objetivo hay que seguir esforzándose por mejorar la visibilidad de los resultados de la investigación y para consolidar la dimensión internacional de nuestra oferta docente. Union dues – Acting assignment – FS acting in EX position – Collective agreement interpretation – in January of 2003, the employer ceased its previous practice of deducting union dues from members of the FS bargaining unit who acted in EX positions – normally, when an employee in bargaining unit "A" acts in a position in bargaining unit "B", the employee becomes subject to the collective agreement applicable to the bargaining unit in which he or she is acting – an exception is made for employees who act in the EX group and Treasury Board's policy provides that in such a situation, the employee remains subject to the non-salary terms and conditions of their substantive level – the Treasury Board policy entitled "Union Dues Check-Off", however, also states that employees who are acting in an unrepresented group shall have their dues deductions terminated on the first day of the month following the effective date of the assignment – the bargaining agent argued that since article 46.07 of the FS collective agreement provided that an FS employee who acted in an EX position was excluded from the application of the Overtime article, it followed that such employees were subject to the other articles of the FS agreement, including the article on dues check-off – the bargaining agent also argued that dues check-off was a non-salary term and condition under the Treasury Board policy and that the policy regarding the termination of dues deductions did not apply in light of the collective agreement provision – the employer argued that FS employees acting in EX positions are not employees under the Public Service Staff Relations Act and therefore not subject to the FS collective agreement – the adjudicator held that the collective agreement, by specifically excluding the Overtime article from applying to FS employees acting in EX positions, must mean that all other provisions do apply to such employees – the adjudicator also found that the Treasury Board policy, which specifically states that employees acting in EX positions remain subject to the non-salary terms and conditions of their substantive level, applied in this case.

Cotisations syndicales - Affectation provisoire - Affectation d'un FS à un poste EX - Interprétation de la convention collective - en janvier 2003, l'employeur a cessé sa pratique antérieure de prélever les cotisations syndicales pour les membres de l'unité de négociation FS en affectation provisoire dans des postes EX - normalement, lorsqu'un employé d'une unité de négociation « A » occupe à titre intérimaire un poste d'une unité de négociation « B », l'employé devient assujetti à la convention collective s'appliquant à l'unité de négociation de l'affectation intérimaire - une exception est faite pour les employés occupant à titre intérimaire un poste au sein du groupe EX, et la politique du Conseil du Trésor précise que les personnes qui touchent une rémunération provisoire demeurent assujetties aux conditions de leur niveau de titularisation - la politique du Conseil du Trésor intitulée « Retenue des cotisations syndicales » prévoit cependant que le prélèvement des cotisations doit cesser le premier jour du mois qui suit la date réelle d'affectation pour les employés qui occupent un poste intérimaire au sein d'un groupe non représenté - l'agent négociateur a soutenu que, comme la clause 46.07 de la convention collective FS prévoyait qu'un employé FS occupant un poste EX à titre intérimaire était exclu de l'application de l'article sur les heures supplémentaires, il allait de soi que cet employé était régi par les autres articles de la convention FS, ce qui comprend l'article sur le précompte des cotisations - l'agent négociateur a également fait valoir que le précompte des cotisations n'était pas une condition d'emploi à incidence salariale aux termes de la politique du Conseil du Trésor et que la politique au chapitre de la cessation du précompte des cotisations ne s'appliquait pas dans le cadre d'une disposition de la convention collective -l'employeur a maintenu que les employés FS occupant des postes EX à titre intérimaire n'étaient pas des employés au sens de la Loi sur les relations de travail dans la fonction publique et que, par conséquent, ils n'étaient pas assujettis à la convention collective FS - l'arbitre a statué que, comme la convention collective excluait expressément les employés FS occupant des postes EX à titre intérimaire de l'application de l'article sur les heures supplémentaires, on pouvait en déduire que toutes les autres dispositions s'appliquaient à ces employés - l'arbitre a aussi conclu que la politique du Conseil du Trésor,
