The Federal Council submitted draft legislation to Parliament to guarantee the free choice of set-top boxes for receiving digital television programme services. The reason for this was the motion of Councillor Simonetta Sommaruga of the Commission on Transport and Telecommunications of the National Council (CTT-N), passed on by parliament in 2009. The Council of States as the first chamber did not espouse the proposal, because from today's perspective there is no longer any need for regulation.

Le Conseil fédéral a soumis au Parlement une base légale permettant de garantir le libre choix du décodeur pour la réception de programmes de télévision numérique. Cette décision répond à une motion de la conseillère aux Etats Simonetta Sommaruga transmise par le Parlement en 2009 à la Commission des transports et des télécommunications du Conseil national (CTT-N). En tant que premier conseil, le Conseil des Etats n'est toutefois pas entré en matière, estimant qu'une réglementation n'était plus nécessaire à l'heure actuelle.

Der Bundesrat unterbreitete dem Parlament eine gesetzliche Grundlage zur Gewährleistung der freien Wahl von Set-Top-Boxen für den Empfang digitaler Fernsehangebote. Ursprung dafür war die 2009 vom Parlament überwiesene Motion der Ständerätin Simonetta Sommaruga der Kommission für Verkehr und Fernmeldewesen des Nationalrates (KVF-N). Der Ständerat als Erstrat trat nicht auf die Vorlage ein, da aus heutiger Sicht kein Regelungsbedarf mehr bestehe.
