Jedes Jahr werden rund 15.000 Bezie­he­rInnen von Bundes­pfle­ge­geld, die in Privat­haus­halten leben, von diplo­mierten Pfle­ge­fach­kräften besucht, die die Pflege und Betreuung der pfle­ge­be­dürf­tigen Personen evalu­ieren und bera­tend tätig sind. Um die Daten­er­he­bung auf eine solide, wissen­schaft­lich fundierte Grund­lage zu stellen, hat das BMASK (Bundes­mi­nis­te­rium für Arbeit, Soziales und Konsu­men­ten­schutz) das WU Forschungs­in­stitut für Alters­ö­ko­n­omie beauf­tragt, Indi­ka­toren zu entwi­ckeln, mit denen die Ergeb­nis­qua­lität häus­li­cher Pflege (Ange­hö­ri­gen­pflege wie profes­sio­nelle Pflege/Betreuung) erfasst werden kann. Das übera­r­bei­tete Erhe­bungs­in­stru­ment wird ab 2012 in Öster­reich einge­setzt.

Ihre Forschung ist In Orga­ni­sa­ti­ons- und Diver­si­täts­for­schung verortet. Ihr Forschungs­in­ter­esse richtet sich speziell auf inequa­lity, soziale Klasse und Iden­tität aus Orga­ni­sa­tio­naler und Diver­si­täts­per­spek­tive. Gloria Kutscher erhielt 2012 den Dr. Maria Schau­mayer Diplom­ar­beits­preis,  2015 den WU Excel­lent Teaching Award und den Depart­ment Manage­ment best student paper Preis 2016.

Socie­ties and econo­mies change as a conse­quence of the evol­ving compo­si­tion of their membership as captured by selected key charac­te­ris­tics of people. Conven­tio­nally, demo­graphy has focused prima­rily on the chan­ging compo­si­tion of a popu­la­tion by age and gender. At the Witt­gen­stein Centre we have now added educa­tional attain­ment as a third demo­gra­phic dimen­sion that should routi­nely be taken into account. In addi­tion, labour force parti­ci­pa­tion, health status, place of resi­dence and other measurable charac­te­ris­tics of people can be captured and modelled using the powerful tools of multi­di­men­sional popu­la­tion dyna­mics that were deve­l­oped at IIASA during the 1970s. Making further progress in these direc­tions is the core of our rese­arch agenda. This more compre­hen­sive approach has the poten­tial to develop into a new social science para­digm, the theo­re­tical foun­da­tions of which are detailed in the article “Demo­gra­phic meta­bo­lism: A predic­tive theory of socio­eco­nomic change” in the 2013 PDR supple­ment Popu­la­tion and Public Policy: Essays in Honor of Paul Demeny.

Das von der FFG im Rahmen des Programms „Stadt der Zukunft“ geför­derte Projekt soll einen Orien­tie­rungs­rahmen für die Steue­rung von ener­gie­be­zo­genen Trans­for­ma­ti­ons­pro­zessen in Stadt­teilen (im Sinne eines Überg­angs zu erneu­er­baren bzw. effi­zi­en­teren Ener­gie­ver­sor­gungs- und Ener­gie­ma­nage­ment­sys­temen) entwi­ckeln. Das Projekt zielt auf eine Verknüp­fung von sozio­ö­ko­n­o­mi­schen und recht­li­chen Rahmen­be­din­gungen, um daraus Trans­for­ma­ti­ons­pfade hin zu ener­gie- und ressour­cen­ef­fi­zi­enten Stadt­quar­tieren abzu­leiten. Am Beispiel von zwei beste­henden Quar­tieren in der Stadt Linz werden plane­ri­sche Ansätze für quar­tiers­spe­zi­fi­sche Trans­for­ma­ti­ons­pro­zesse demons­triert sowie ein Umset­zungs­pfad im Sinne einer Roadmap erar­beitet. Das Team am Forschungs­in­stitut für Urban Manage­ment und Gover­nance unter­sucht Grund­lagen und Weiter­ent­wick­lungs­mög­l­ich­keiten von recht­li­chen Instru­menten für eine ener­gie- und ressour­cen­ef­fi­zi­ente Stadt­ent­wick­lung in beste­henden Stadt­quar­tieren. Der Schwer­punkt der Analyse liegt, den Ziel­set­zungen des Projekts entspre­chend, auf Ansätzen und Instru­menten zur Weiter­ent­wick­lung von beste­henden Stadt­quar­tieren. Unter­sucht wird dazu eine Reihe von Rechts­ma­te­rien in ihrem Zusam­men­spiel: Neben dem Bau- und Raum­ord­nungs­recht stehen insbe­son­dere auch das Ener­gie­recht, das Förder­wesen und Quer­be­züge zum Wohn- und Miet­recht im Fokus. Inter­na­tio­nale Beispiele werden auf ihre Über­t­rag­bar­keit in den öster­rei­chi­schen Kontext hin unter­sucht und auch Mögl­ich­keiten zur Weiter­ent­wick­lung des Instru­men­ta­riums analy­siert.

Das Team am Forschungs­in­stitut für Urban Manage­ment und Gover­nance unter­sucht Grund­lagen und Weiter­ent­wick­lungs­mög­l­ich­keiten von recht­li­chen Instru­menten für eine ener­gie- und ressour­cen­ef­fi­zi­ente Stadt­ent­wick­lung in beste­henden Stadt­quar­tieren. Der Schwer­punkt der Analyse liegt, den Ziel­set­zungen des Projekts entspre­chend, auf Ansätzen und Instru­menten zur Weiter­ent­wick­lung von beste­henden Stadt­quar­tieren. Unter­sucht wird dazu eine Reihe von Rechts­ma­te­rien in ihrem Zusam­men­spiel: Neben dem Bau- und Raum­ord­nungs­recht stehen insbe­son­dere auch das Ener­gie­recht, das Förder­wesen und Quer­be­züge zum Wohn- und Miet­recht im Fokus. Inter­na­tio­nale Beispiele werden auf ihre Über­t­rag­bar­keit in den öster­rei­chi­schen Kontext hin unter­sucht und auch Mögl­ich­keiten zur Weiter­ent­wick­lung des Instru­men­ta­riums analy­siert.
