Quant à la France, les Etats-Unis sont arrivés au point de déclarer publiquement qu’elle sera punie pour sa position contre la guerre en Irak !

How are then the EU’s aspirations to evolve into a more robust power even if of a primarily civilian nature perceived in Washington? The answer to this question may be found in a recent article by the well-known American commentator W. Pfaff. Entitled “Crushing German dissent: Why U.S. fears Europe” (International Herald Tribune 11/2/2003), it states that “the neoconservative theory that currently governs official thinking in Washington identifies Europe as the principal future rival and potential challenger of the United States”. What seems to annoy the USA is the strong tendency of most of Europe to assert its independence from central decisions of Washington and especially the evident desire of Germany to play an autonomous political role in relation to the United States. As for France, the USA has gone as far as to declare openly that it would punish it because of its consistent anti-war stance in the Iraqi crisis!
