V literatuře věnované udržování míru OSN panuje shoda v tom, že teoretické rozpracování problematiky je nedostatečné. Výzkumníci v tomto ohledu volají po důkladnějším začlenění studia operací OSN na udržení míru do rámce teorií mezinárodních vztahů. Článek reaguje na tyto výzvy a navrhuje konceptualizovat udržování míru OSN jako mezinárodní režim s cílem rozšířit možnosti teoretického výzkumu dané problematiky v rámci teorií mezinárodních vztahů. V některých studiích již byla konceptualizace udržování míru coby mezinárodního režimu provedena či alespoň naznačena, nicméně dosud nebyly důsledně identifikovány jednotlivé dimenze tohoto režimu. Za využití konceptu Stephena Krasnera, který definuje režimy jako „principy, normy, pravidla a rozhodovací procesy, kolem kterých se sbíhají očekávání aktérů v dané oblasti mezinárodních vztahů“, proto článek identifikuje a charakterizuje dílčí dimenze režimu udržování míru OSN.

Une initiative diplomatique peut également persuader l’armée du Soudan du Sud et d’autres organes de sécurité nationale que l’administration par l’ONU/UA est une alternative moins mauvaise qu’une intervention militaire directe, la division du pays en sphères d’influence par l’Éthiopie, le Soudan et l’Ouganda, ce qui de fait résulterait en une perte de la souveraineté pour une durée indéterminée. De nombreux chefs militaires sud-soudanais profiteraient de la pause offerte par une présence internationale pour restructurer et professionnaliser leurs forces fracturées. Parallèlement, le poids politique des groupes ethniques non-Dinka qui ont été aliénés par les mesures du gouvernement qui favorisent à leurs dépens la tribu de Kiir, pourrait être utilisé pour soutenir une administration par l’ONU/UA qui annulerait lesdites mesures.

Country programming and the United Nations Development Co-operation Cycle were introduced by the “1970 Consensus,” adopted by the Governing Council of UNDP and approved by the UN General Assembly at its Twenty-fifth session, taking effect on 1 January 1971. This change acknowledged that the government of a country has exclusive responsibility for its national development plan, and the country programme would be formulated by each government in co-operation, at the appropriate stage, with representatives of the United Nations system as led by the UNDP Resident Representative on site in the country. The country was responsible for taking into account other forms of bilateral or multilateral inputs. From the Resident Representative, the country programme would be submitted to the Administrator of the UNDP for review before submission to the Governing Council for approval. Within the context of this country programme, the Governing Council had ultimate authority to approve individual projects submitted by governments, but, in turn delegated the UNDP Administrator with this authority. UN specialized agencies were to be given first consideration as executing agents under this new framework. They were also to provide advice when requested to the UNDP Administrator on the implementation of all projects, whether executed by them or not. Executing agencies, be they UN agencies or government or non-governmental institutions or firms, were accountable to the UNDP Administrator for the implementation of the projects. Monitoring of projects was carried out by the Resident Representative and evaluation, upon consent of the Government, was carried out jointly with the Government, UNDP and the executing agency.

Ulkoministerit keskustelevat Libanonin tilanteesta ja EU:n roolista alueella. Puheenjohtaja Suomi painottaa YK:n turvallisuusneuvoston päätöslauselman 1701 täydellistä täytäntöönpanoa sekä Libanonin että koko alueen kannalta. Unifil-joukot tulisi sijoittaa alueelle mahdollisimman nopeasti, jottei Etelä-Libanoniin pääse syntymään turvallisuustyhjiötä. YK-jäsenmaiden laaja osallistuminen operaatioon on oleellista. Ulkoministerit keskustelevat myös mahdollisuudesta käynnistää uudelleen rauhanprosessi erityisesti uuden palestiinalaishallituksen muodostamisen valossa. Esillä on lisäksi heinäkuussa käynnistynyt väliaikainen kansainvälinen rahoitusjärjestelmä, jolla uudelleenkanavoidaan avustuksia palestiinalaisille.
