12 tent camps, 16 finnish type settlements were constructed, 8000 houses of simple stone and raw bricks were built for internally displaced persons, 160 thousand refugees and internally displaced persons were involved in income derivation and community development programs, 700 private houses were repaired or restored, 600 public buildings were repaired, additional rooms were constructed and necessary equipment and training aids were provided for 470 schools and health facilities at the territories of Fuzuli and Agdam regions freed from occupation, community development, agricultural, educational, health, micro-credit, income earning, vocational education, development of civil society, infrastructure restoration and other projects were implemented with a support from international humanitarian organizations.

Latviyalı parlamentar cənab Çileviçin başçılığı ilə nümayəndə heyətinin çadır düşərgələrində, dəmiryolu yük vaqonlarında, yataqxana binalarında və yeni salınmış qəsəbələrdə məcburi köçkünlərlə görüşündən sonra hazırladığı hesabat əsasında 2006-cı il aprel ayının 13-də Avropa Şurası Parlament Assambleyasının Qaçqınlar, Miqrasiya və Əhali Komitəsində “Azərbaycan, Ermənistan və Gürcüstanda qaçqın və məcburi köçkünlər” adlı izahedici memorandum əsasında müvafiq qətnamə qəbul edilmişdir.

-This is not the issue of state or international humanitarian organization only. Each citizen of Azerbaijan is liable and obliged to help refugees and internally displaced person. Because they are the people suffering from unjust aggression and living in worst conditions. They have lost their native lands and their problem is also, our own problem.

For several years, the President of Azerbaijan has identified five strategic tasks: to minimize the level of poverty. This figure currently accounts for 5 percent. These tasks also include reducing of oil dependence. Mr. President demonstrated prospective approach in this field. In 2008, he has instructed that, oil-related income should be directed to the non-oil sector. We would face a lot of difficulties if otherwise. One of the other tasks in the spotlight is human rights protection and consistent fight against corruption. State programs have been adopted and are successfully executed in each strategic direction.
