She holds a Ph.D. in comparative public law from the European University Institute (EUI) in Florence, Italy and an M.A. in international relations and international economics from the John Hopkins University in Washington, D.C. She previously worked at the Financial and Private Sector Development Unit, Europe and Central Asia (ECA) of the World Bank in Washington D.C., at the European Court of Justice, the Legal Service of the European Commission and as a consultant for the Committee on Legal Affairs and Human Rights of the Parliamentary Assembly of the Council of Europe in Strasbourg, France.
