وتسارعت الخطى بعد ذلك في مسيرة خروج الهيئة للنور، ففي 28 مايو من عام 2002م، قررت اللجنة الوزارية لشؤون مجلس التعاون الخليجي برئاسة سمو الشيخ حمدان بن راشد آل مكتوم، نائب حاكم دبي وزير المالية والصناعة رئيس اللجنة، تكليف وزارة المالية والصناعة بالبدء في إجراءات إعداد مشروع قانون تأسيس الهيئة الاتحادية للجمارك، وإعداد القانون الجمركي الموحد للدولة، وأكدت اللجنة حينئذ أهمية الاستعجال في تنفيذ تلك الإجراءات حتى يتسنى للهيئة الجديدة القيام بمهامها المطلوبة في الوقت المناسب.

Then, the FCA made major strides to come into existence. On May 28, 2002G, the ministerial committee of the GCC affairs chaired by HH Sheikh Hamdan bin Rashid Al Maktoum, Deputy Ruler of Dubai and Minister of Finance and Industry, decided to charge the Ministry of Finance and Industry with commencing the procedures of preparing the FCA draft law and the UAE unified customs law.
