Films intended for public exhibition have to be submitted to the Director of Film, Newspaper and Article Administration, who is the Film Censorship Authority (FCA) under the Ordinance, for approval. Films approved for public exhibition are then either classified or exempted from classification.

根 據 《 電 影 檢 查 條 例 》 規 定 ， 所 有 影 片 均 須 經 電 影 、 報 刊 及 物 品 管 理 專 員 ， 即 條 例 下 的 電 影 檢 查 監 督 ） 檢 查 和 批 准 ， 始 可 公 開 上 映 。 獲 准 公 映 的 影 片 會 被 評 定 級 別 或 獲 豁 免 評 級 。 為 改 善 該 條 例 的 運 作 及 務 求 令 規 管 制 度 更 簡 便 易 行 ， 當 局 於 一 九 九 九 年 六 月 十 七 日 修 訂 該 條 例 ， 對 屬 於 文 化 、 教 育 、 教 學 、 宣 傳 或 宗 教 性 質 的 非 商 業 定 畫 影 片 （ 包 括 幻 燈 片 ） 給 予 豁 免 ， 無 須 送 檢 。
