At the time of deployment, the netting is rolled up and lashed with biodegradable wire, making a cylinder 1.60 m long. After the collection period, the wire is destroyed and the medium resumes its form as an edge, increasing the attachment surface and reducing mussel density by unit of length on the medium, though without cutting the number at the foot.

Although the first three sections of the report are based on a snapshot of the 2006 tax year, a profile of the workers and a portrait of their incomes will have changed throughout the years. In Section 4, the report examines the evolution of workers between 1994 and 2004 for self-employed fish harvesters and between 1998 and 2006 for the other work sectors. More specifically, this section analyzes:

The oyster industry has been plagued on several occasions by a highly infectious Malpeque disease. Initially, the disease appeared in 1915 in Malpeque Bay, PEI, and again in the 1950's and 60's, with losses of up to 90% of affected stocks. Disease tolerance developed over time followed by recovery of most stocks. In 2007, new outbreaks were observed in the Bras D'Or Lakes and St Ann's Harbour, Cape Breton.

An ecosystem is a system with a specific geographic location that includes all living organisms (humans, plants, animals, micro-organisms), the physical, chemical, and climatic environment, and the processes that control the dynamics of the system. The interaction of organisms in an ecosystem is dynamic and subject to internal and external disturbances. Therefore, the relationships of organisms in an ecosystem may change over time. While aquatic ecosystems may be separated by geographical barriers, as in the case of lakes, watersheds, or enclosed bays, aquatic ecosystems often blend into one another because of porous boundaries set by currents, features of the seafloor, or water masses. Aquatic ecosystems can also be nested inside larger ecosystems.

Through the Aquaculture Sustainability Reporting Initiative, Fisheries and Oceans Canada has been working with the provinces, industry and other stakeholders to develop a set of performance indicators for environmental, social and economic aspects of sustainability that will help us chart the sector's progress over time. Effort has been made to align this reporting process with the best practices in sustainability reporting as outlined by the Global Reporting Initiative.

In the past, DFO has operated a year-round field camp in the Eastern Arctic at Resolute Bay. As conditions at this facility have deteriorated, the field camp has not been used for several years. The camp consists of several buildings including lab, warehouse and living quarters. With an emphasis on co-management and research related to stock assessment, the resources needed to operate and upgrade this facility have not been available. However, increasing interest in Arctic Marine Science and global change issues may result in the reactivation of this facility in the future.

The mussel collectors and rearing media used in Quebec generally consist of a rounded section of rope. The mussels settle there, but with time and growth their density becomes very high for the available surface. This situation is thought to cause the release of some of the mussels, generally at harvest time.

Hypoxia: Low oxygen (hypoxia) has dramatic impacts on aquatic ecosystems, and the tolerance of marine fish and invertebrates to this condition is highly species dependent. At oxygen levels below 30 percent saturation, cod and other species that are intolerant of hypoxia either migrate to other geographic regions or die. Deoxygenation is now recognized as one of the likely consequences of climate change. The long term observations analyzed by DFO scientists have provided insight into climate change over the decades and the growing knowledge and awareness of hypoxia (dead zones) in Canadian waters. A science feature story about hypoxia and the Gulf of the St. Lawrence can be found here.

This Operational Statement applies to log salvage operations that involve the retrieval of commercially cut submerged logs from the bed or bottom of rivers, lakes, estuaries or oceans. Careful removal of submerged logs using cables or floats can restore habitats where logs have accumulated historically during commercial log transport activities. Log removal may also be required to ensure safe navigation. Logs that become submerged in near shore waters often provide valuable fish habitat. Removing these logs has the potential to reduce the amount of near shore cover.

Each of the seven ERIs and the CCSI has an adequate scope to examine ecosystem-based questions. Research conducted in these pilots will significantly advance the ability of DFO Science to provide advice to multiple clients for integrated ecosystem-based management. Clearly, the proposed ERIs / CCSI represent a trade-off between scope and scale. Although it would be nice to do everything everywhere, this is simply not possible. DFO Science must utilize research conducted in these initiatives to derive advice for ecosystem-based management, including extension of findings beyond the specific ERI in which the research was initially conducted. Further, these are young initiatives that will evolve over time and so they must maintain some flexibility as specific integrated management tools and client requests have not been fully developed nor identified.

Following the story of these curious belugas will be captivating: after an observed stroll in the marina of Rimouski on August 17th, they were seen in Sainte-Luce and then no more news for almost one month. The Group for Research and Education on Marine Mammal(GREMM) team that studies the St-Lawrence belugas and that was providing advice to the responders for follow-up and protection of the two animals were hoping that theses two belugas had finally found their families and would in the future develop more appropriate relations. To everyone's surprise on September 14th: while working off Trois-Pistoles coast, the GREMM team recognized one of the "Gaspé's duo" in a group of thirty or more juveniles. This animal has natural markings which will be useful to recognize him throughout the year, just like the approximately 350 St-Lawrence belugas identified in the family album of the GREMM. In fact, approximately 30% of the belugas of the St. Lawrence can be recognized and identified by natural markings.

The fishery-independent groundfish trawl surveys of the Scotian Shelf and Bay of Fundy have been conducted annually during July since 1970 by the Canadian Department of Fisheries and Oceans. The surveys follow a standardized sampling protocol. Tow locations are assigned according to a random sampling design, with areas stratified by depth and tow numbers proportional to stratum area in order to provide unbiased estimates of population abundance through time. The objectives of these surveys are to determine the distribution and abundance of exploited species and to gain information on non-target species. Therefore, the identities of all species (both fishes and macro-invertebrates) are recorded together with the geospatial location of all tows. Abundance, biomass, and length frequency data are also recorded and catch rates can be expressed as averages per tow, per stratum, or per strata groupings. Given the multiple variables recorded and the multiple potential scales of analyses, these research vessel data are useful for community-level analyses across both space and time.

The Moose Jaw Wildlife Federation (MJWF) is a non-profit organization whose major goals are the enhancement and conservation of the environment. Started as a five-year undertaking, the "Walleye Hatchery Program" was undertaken by the federation with the aim of designing and building a portable walleye hatchery to aid in the restocking of depleted walleye resources in surrounding lakes. Over the years, the program has seen the release of millions of fry into local waters. While not all of those fry hatch, and even fewer reach full growth, the program has resulted in a marked increase in the number of walleye in area lakes. In addition to the portable hatchery, the federation endeavours to educate communities, and especially youth, on habitat enhancement and protection. In conjunction with youth groups and schools, the MJWF has brought local school tours to the hatchery, and youth groups have participated in the release of fry.

With a national CCSI, seven regional ERIs, and 12 national COEs, the DFO Science program is well positioned to deliver research in support of departmental and Government of Canada priorities (Figure 1). It is clear that the CCSI / ERIs / COEs (rows) link to a number of priorities identified in the Research Agenda (columns). Further, it is important to remember that the CCSI / ERIs / COEs do NOT represent the full amount of research conducted by DFO Science. Compiling information on all DFO Science research activities or programs is beyond the scope of this document. However, DFO Scientists and Science Managers should be able to identify how their research, or the research they are managing, is contributing to the research priorities identified in the Five-Year Research Agenda. DFO Science recognizes that priorities have changed, and will continue to change, over time such that some research activities are no longer aligned to priority areas. This is expected and acceptable as a time-lag often occurs when research programs are realigned to meet current and future (emerging) priorities.

Catches have undergone large fluctuation over time in response to environmental changes (mostly man-made) and market demand. Thus, an observer in the mid 1 800s reported that "very slight obstructions suffice to prevent the gaspereaux from ascending streams to their old haunts; the dams for mills, or for driving timber, have shut them out in numerous instances from their best spawning grounds, and the greatest injury has in this way been inflicted on the fishery." Prior to the introduction of refrigeration, alewives were prized as food fish because they were salted easily for shipping to distant markets. With the advent of refrigeration and the availability of other foods, tastes changed and their use as human food declined. However, salt fish are still shipped from the Maritimes to the Caribbean and Middle East. During the late 1970s, canned filets and a marinated product were also produced. They also have been used for pet food and for reduction to fish meal, but these uses have declined recently. It seems that the existence of a market may influence the magnitude of landings more than does price and thus reported landings may be an unreliable indicator of the status of alewife stocks.

The Centre of Expertise in Marine Mammalogy (CEMAM) of Fisheries and Oceans Canada (DFO) is a virtual centre that is based on the hard work and dedication of some forty professionals and support staff in seven laboratories across the country. Our mandate is to advise the Federal government on issues relating to marine mammals in Canada. When I first started with the Department, many years ago, the majority of questions we addressed focussed on stock assessment and providing advice on allowable catch levels. Over the years, our research, while continuing to assess populations, has expanded substantially to address such issues as evaluating impacts of industrial development (

Fisheries and Oceans Canada, through its own programs and through exchanges with national and international organisations, has acquired a large volume of scientific data and information over the years, and manages these through a set of practices evolved over the years. Since these historical data sets are an extremely valuable and irreplaceable resource of the Department, it is essential to develop and implement a Science and Oceans data management policy to ensure the preservation and enhancement of the data, while facilitating efficient and appropriate utilisation. It is recognised that this policy has to be consistent with the many data sharing arrangements the Department has with external agencies in Canada and international organisations and with the obligations associated with these arrangements. The policy will have to be flexible enough to permit effective new partnerships and to be responsive to new priorities. The intent of this policy is to safeguard the present and future holdings of scientific data, to strengthen the promotion of data interconnectivity, to maximise the usefulness of existing data through standards, and to determine cost-effective ways to manage data holdings. The implementation of such a policy is consistent with the Government of Canada's initiative to rationalise and improve the overall cost-effectiveness of its data holdings.

Over time, new policies will be added to the Sustainable Fisheries Framework, including one which addresses bycatch issues, and possibly other relevant topics such as top fish predators in marine ecosystems and the impact of lost fishing gears.
