Uskoro je ono postalo poznato pod nazivom „ Plava Knjiga“, i to zbog njezine povezanosti s Vijećem Europe, uvelike je korištena, i to ne samo od učitelja/ica u Bosni i Hercegovini, već i u drugim zemljama uključujući i Rusku Federaciju, Moldaviju, Hrvatsku, Srbiju i Crnu Goru.

In the first two years, the authors of this book were brought together to train teachers across Bosnia and Herzegovina in summer seminars lasting for up to two weeks. We found that the teachers were highly interested and willing to rise to the challenge of educating their students in democracy and human rights. However, they urgently requested materials to guide and support them in their work. Within a year, the first edition of this book was produced. It soon became known as the “Blue Folder”, because of its link to the Council of Europe, and was widely used, not only by teachers in Bosnia and Herzegovina, but also in other countries including the Russian Federation, Moldova, Croatia, Serbia and Montenegro. The feedback from these users contributed to an improved edition in 2000. We found that many teachers required guidance and support in task-based learning and integrating task-based and conceptual learning, as outlined by the three-step model above.

În primii doi ani, autorii acestei cărţi s-au întrunit pentru a instrui profesori din Bosnia si Herţegovina la seminarii de vară cu durata de până la două săptămâni. Am constatat că profesorii au fost extrem de interesaţi şi dispuşi să se ridice la înălţimea provocării de a-şi educa elevii în domeniul democraţiei şi al drepturilor omului. Cu toate acestea, au solicitat urgent materiale care să îi ghideze şi să îi sprijine în activitatea lor. Într-un an, a fost realizată prima ediţie a acestei cărţi. Curând, a devenit cunoscută sub numele de „Blue Folder”, din cauza legăturii sale cu Consiliul Europei, şi a fost utilizată pe scară largă, nu numai de către profesori din Bosnia şi Herţegovina, dar şi din alte ţări, care includ Federaţia Rusă, Moldova, Croaţia, Serbia şi Muntenegru. Feedback-ul primit de la cei care au folosit lucrarea a contribuit la o ediţie îmbunătăţită, apărută în 2000. Am constatat că mulţi profesori au solicitat orientare şi sprijin în învăţarea bazată pe sarcini de lucru şi în integrarea învăţării conceptuale şi bazate pe sarcini de lucru, aşa cum sunt evidenţiate în modelul în trei etape prezentat mai sus.

У прве две године, аутори овог приручника заједно су сарађивали на обуци наставника широм Босне и Херцеговине, на летњим семинарима који су трајали до две недеље. Открили смо да су наставници веома заинтересовани и вољни да се одазову изазову поучавања својих ученика о демократији и људским правима. Међутим, они су што пре тражили материјале који би их водили и подржали у њиховом раду. За годину дана, направљено је прво издање овог приручника. Убрзо је оно постало познато под називом „Плава књига“, и то због њене повезаности са Саветом Европе и доста је коришћена, не само од стране наставника у Босни и Херцеговини, већ и у другим земљама укључујући Руску Федерацију, Молдавију, Хрватску, Србију, Црну Гору итд.. Повратне информације ових корисника допринеле су побољшаном издању приручника из 2000. Увидели смо да велики број наставника захтева усмеравање и подршку у учењу заснованом на решавању задатака и интегрисању одговарајућих наставних јединица. Одговорили смо тако што смо развили моделе поучавања који детаљно описују кораке унутар низа од четири лекције. Прерађене верзије ових модела могу се наћи у приручницима III, IV и V из ове ЕДЦ/ХРЕ едиције.
