It was the product of multilingual collaboration with cadres throughout the ICL, particularly from our Mexican, Greek and South African sections, whose commitment to our party and whose leadership capacities were brought to the fore. The demonstrated internationalism of these comrades had long been abused by a series of I.S. regimes. Particularly since the fall of the Soviet Union in 1991-92, those regimes bent to the pressures of the imperialist U.S., where our international center is located.

Bis vor kurzem war auch die Beziehung des IS zu Spartacist/South Africa, ebenfalls von der Konferenz zu einer Vollsektion der IKL gemacht, von ähnlichen Problemen gekennzeichnet. Das Konferenzdokument begrüßt den jüngsten erfolgreichen Fraktionskampf unserer südafrikanischen Genossen gegen ihre historischen Führer, die unsere grundlegende programmatische Forderung nach einer zentral von Schwarzen getragenen Arbeiterregierung auf den Müll werfen wollten (siehe "The Fight for a South African Section of the ICL", Extrablatt von Spartacist South Africa, April 2016).

Lo anterior fue particularmente obvio durante la huelga de la UNAM (Universidad Nacional Autónoma de México) en 1999, cuando el S.I. primero argumentó contra cualquier intervención prolongada para después denunciar al GEM por su "abstención". The main document, motions, discussions and new leadership elected at the conference were the culmination of months of intense internal struggle against a longstanding perversion of Leninism on the national question, particularly in relation to oppressed nations within multinational states. This deformation represented a capitulation to the pressures of Anglophone imperialism that are dominant in the United States, where our tendency originated. Through the course of struggle, it became clear that this adaptation to Great Power chauvinism had contaminated our struggle to reforge the Fourth International, as seen particularly in the arrogant belittling of comrades from oppressed countries.

Il est devenu clair au cours de la lutte que cette adaptation au chauvinisme de grande puissance avait contaminé notre lutte pour reforger la Quatrième Internationale, ce qui se voyait particulièrement dans l'arrogance avec laquelle avait été rabaissés des camarades venant de pays opprimés.

Es kam zu einer politischen Differenzierung unter den historischen englischsprachigen Kadern der IKL.

As the fight unfolded internationally, it exposed a number of examples of chauvinism in opposition to just national struggles, not least the fight for the liberation of the Basque and Catalan peoples from Spain's prison house of peoples and from the jackboot of the viciously chauvinist French imperialist rulers. A political differentiation among the ICL's historic Anglophone cadres took place: on one side were those wedded to the old program on the national question and to the party's old ways of functioning; on the other were those who fought for a genuine and long-overdue fusion with the Québécois comrades.

Au fur et à mesure que la bataille se développait dans l'Internationale, elle a mis à nu un certain nombre de cas de chauvinisme où nous nous opposions à de justes luttes nationales, notamment la lutte pour la libération des peuples basque et catalan asservis dans la prison des peuples espagnole et sous la botte de fer des impérialistes français. Une différentiation politique s'est opérée parmi les cadres anglophones historiques de la LCI : entre d'une part ceux qui s'accrochaient au vieux programme sur la question nationale et au vieux mode de fonctionnement du parti, et d'autre part les camarades qui ont lutté pour une fusion authentique, longuement retardée, avec les camarades québécois.

Des problèmes similaires ont marqué jusque récemment les rapports entre le SI et Spartacist/South Africa, qui est aussi devenue une section à part entière de la LCI lors de cette Conférence. Le document de conférence a salué la lutte fractionnelle victorieuse menée par nos camarades sud-africains contre leurs dirigeants historiques qui avaient essayé de jeter à la poubelle notre appel programmatique fondamental pour un gouvernement ouvrier centré sur les Noirs (voir « La lutte pour une section sud-africaine de la LCI », supplément à Spartacist South Africa, avril 2016). Contre la mal nommée « Fraction léniniste », nos camarades avaient formé la Fraction pour la continuité trotskyste. Faisant référence aux problèmes endémiques au capitalisme sud-africain, leur déclaration de fraction disait :

L'édition française de ce numéro paraît ainsi avant l'édition anglaise. Elle a une importance toute particulière pour la LCI au Québec : corriger publiquement notre ancienne ligne anglo-chauvine est essentiel pour y poursuivre notre travail, notamment pour le lancement de République ouvrière, notre publication québécoise.

Este año, la Liga Comunista Internacional (Cuartainternacionalista) llevó a cabo su VII Conferencia Internacional, la más alta instancia política y organizativa de la LCI. El documento principal, las mociones, las discusiones y la nueva dirección elegida en la conferencia fueron la culminación de meses de intensa lucha interna contra una añeja perversión del leninismo sobre la cuestión nacional, en particular en relación a las naciones oprimidas dentro de estados multinacionales. Esta deformación representó una capitulación a las presiones del imperialismo anglófono predominantes en Estados Unidos, donde surgió nuestra tendencia. En el transcurso de la lucha, se hizo evidente que esta adaptación al chovinismo de gran potencia había contaminado nuestra lucha por reforjar la IV Internacional, como se observó, en particular, en el menosprecio arrogante con el que se trataba a los camaradas de países oprimidos.

Die Genossen der Trotzkistischen Gruppe Griechenlands (TOE) sahen Parallelen zwischen der Bevormundung und Arroganz, der die QuébécoisGenossen ausgesetzt waren, und der ekelhaften und chauvinistischen Verachtung, der sie selbst unterworfen waren, insbesondere seitens einiger Genossen, die in den letzten Jahren an der Arbeit der Sektion stark beteiligt waren. Die Konferenz erkannte endlich die TOE als volle Sektion der IKL an.

La bataille au Canada a offert un cadre aux camarades ailleurs pour dévoiler les problèmes dans la relation entre leur travail et l'Internationale. Les camarades du Groupe trotskyste de Grèce (TOE) ont vu, dans le traitement paternaliste et arrogant que subissaient les camarades québécois, un parallèle avec le dédain grossier et chauvin auquel ils avaient été confrontés, notamment de la part de certains camarades étroitement impliqués dans le travail de la section ces dernières années. La Conférence a finalement reconnu le TOE comme section à part entière de la LCI. C'est à travers une lutte pour défendre les droits des minorités nationales opprimées en Grèce et pour la libération des femmes, en opposition au chauvinisme grec criant du dirigeant de leur groupe d'alors, que ces camarades ont formé une section sympathisante en 2004. Le fait que le TOE ait été maintenu comme section sympathisante pendant treize ans expose clairement la politique condescendante du SI.

Le Grupo espartaquista de México (GEM) a lui aussi été traité avec condescendance depuis sa création. Il y avait eu, il y a plus de vingt ans, une lutte aiguë contre la politique opportuniste de Negrete, el jefe dictatorial de la section. Peu après, Negrete et son mentor, Jan Norden (longtemps le rédacteur en chef de notre journal américain Workers Vanguard), avaient tiré la conclusion organisationnelle de leur centrisme en faisant défection de la LCI pour former l'Internationalist Group. Negrete, peut-être le plus répugnant des « sales Américains », avait régné sur la section mexicaine pendant les six premières années de son existence. C'est malgré lui que la section avait fusionné en 1990 avec deux anciens dirigeants d'une organisation opposante qui avaient chacun plus de dix ans d'expérience dans le mouvement ouvrier. Pourtant, on n'a pas pris en compte leur riche expérience ; ces cadres n'ont jamais été pleinement intégrés dans notre direction internationale et on ne leur a jamais permis de véritablement jouer un rôle dirigeant au Mexique. Même la propagande du GEM était en grande partie écrite par Norden ou Negrete.

Die französische Ausgabe hat für die IKL besondere Bedeutung in Québec, wo eine öffentliche Korrektur unserer früheren anglochauvinistischen Linie unentbehrlich ist für unsere weitere Arbeit, nicht zuletzt den Start unserer Québécois-Zeitung République ouvrière.

Los principales cuadros que trabajaron en el documento de la conferencia hicieron uso efectivo de los abundantes recursos de la Prometheus Research Library (Biblioteca de Investigación Prometeo), el archivo central de referencia del Comité Central de la SL/U.S. Sus intensas investigación y discusiones en la PRL reafirmaron la importancia de la biblioteca como una instalación dedicada al trabajo marxista. Su acervo preserva las preciadas lecciones adquiridas del pasado y sirve como un arma en la lucha de las nuevas generaciones de dirigentes comunistas. El valioso material de la biblioteca en sus varios idiomas, como hindi y bengalí, debería usarse para extender nuestra Internacional.

The Grupo Espartaquista de México (GEM) was also treated in a condescending manner from its inception. More than 20 years ago, there was a sharp fight against the opportunist politics of the section's dictatorial jefe, Negrete. Soon after, Negrete and his mentor, longtime Workers Vanguard editor Jan Norden, drew the organizational conclusion of their centrism and defected from the ICL to form the Internationalist Group. Perhaps the ugliest of the "ugly Americans," Negrete had lorded it over the Mexican section during its first six years of existence. Despite him, in 1990 the section had fused with two former leaders of an opponent organization who each had more than a decade of experience in the workers movement. However, their wealth of experience was ignored, and these cadres were never truly integrated into our international leadership nor allowed to play much of a leadership role in Mexico. Even the GEM's propaganda was largely written by Norden or Negrete.
