Angesichts einer Jugendarbeitslosigkeit mit 5,7 Millionen jungen Arbeitssuchenden in Europa forderte der Rat die Europäische Kommission auf, ein Jugendbeschäftigungspaket vorzuschlagen, das eine Empfehlung zur Einführung einer Jugendgarantie enthält – die Gewähr, dass kein junger Mensch unter 25 Jahren länger als vier Monate ohne einen Arbeitsplatz, eine Weiterbildungsmaßnahme, ein Praktikum oder eine Ausbildungsstelle bleibt.

Comitetul Regiunilor din UE (CoR) şi-a exprimat sprijinul în favoarea planurilor menite să le ofere o „garanţie pentru tineret” tuturor tinerilor europeni, cofinanţată din fondurile de coeziune ale UE. În condiţiile în care cifra şomajului în rândul tinerilor din Europa se ridică la 5,7 milioane, Consiliul i-a solicitat Comisiei să propună un pachet de măsuri privind ocuparea forţei de muncă în rândul tinerilor , care să includă o recomandare privind introducerea unei garanţii pentru tineret – o asigurare că niciun tânăr în vârstă de până la 25 de ani nu va rămâne mai mult de patru luni fără loc de muncă sau fără posibilităţi de a urma cursuri de învăţământ sau de formare profesională.

Während der Debatte brachte der Präsident des Ausschusses der Regionen, Ramón Luis Valcárcel Siso, die tiefe Besorgnis des Ausschusses zum Ausdruck angesichts der vom Rat diskutierten Kürzungen im nächsten EU-Haushalt und der Unfähigkeit der Mitgliedstaaten, sich zu einigen: "Noch vor wenigen Tagen waren wir uns alle einig, dass der EU-Haushalt das wichtigste Instrument zur Unterstützung von Wachstum und Beschäftigung in Europa sein soll und dass die Förderung einer intelligenten und integrativen Entwicklung unserer Volkswirtschaften Priorität hat. Jetzt geht es nur noch darum, um wie viel der Haushalt gekürzt werden soll. Hier fehlt es ganz offensichtlich an Kohärenz, was unsere Bürger verständlicherweise enttäuscht".

Κατά τη διάρκεια της συζήτησης, ο Πρόεδρος της Επιτροπής των Περιφερειών, κ. Ramón Luis Valcárcel Siso, εξέφρασε τις βαθιές ανησυχίες της ΕτΠ σχετικά με τις περικοπές στον μελλοντικό προϋπολογισμό της ΕΕ, οι οποίες συζητήθηκαν στο Συμβούλιο, καθώς και την αδυναμία των κρατών μελών να καταλήξουν σε συμφωνία: «Μέχρι πριν από λίγες ημέρες συμφωνήσαμε όλοι ότι ο ενωσιακός προϋπολογισμός θα πρέπει να αποτελέσει το κύριο μέσο μας ενίσχυσης της ανάπτυξης και της απασχόλησης στην Ευρώπη και ότι η προώθηση μιας έξυπνης και χωρίς αποκλεισμούς ανάπτυξης των οικονομιών μας συνιστά τη βασική μας προτεραιότητα. Τώρα, το μόνο θέμα που τίθεται επί τάπητος είναι το ύψος των περικοπών στον προϋπολογισμό. Αυτό αποτελεί έκδηλη ασυνέπεια, η οποία προκαλεί κατανοητή απογοήτευση τους πολίτες μας». Ο Πρόεδρος της ΕτΠ προσέθεσε επίσης ότι: «Κανένας δεν μπορεί να θεωρήσει θετική την επιλογή της μη τήρησης των προθεσμιών και τη συνέχιση της πορείας με έναν προσωρινό προϋπολογισμό, γεγονός που θα παρεμπόδιζε τον προγραμματισμό νέων επενδύσεων που είναι ζωτικές για τις περιφέρειες και τις πόλεις, οι οποίες στηρίζουν σταθερά την ανάκαμψη». Ο κίνδυνος που συνδέεται με καθυστερήσεις στον προγραμματισμό των διαρθρωτικών ταμείων υπογραμμίστηκε επίσης από την Πρώτη Αντιπρόεδρο της ΕτΠ, κ. Mercedes Bresso: «Δεδομένου ότι τα 2/3 των δημοσίων επενδύσεων πραγματοποιούνται από τις περιφερειακές και τις τοπικές αρχές, και στην πλειονότητα των περιπτώσεων, οι τοπικές και οι περιφερειακές επενδύσεις στηρίζονται από τον προϋπολογισμό της ΕΕ, είναι σαφές ότι εγκυμονεί ο κίνδυνος παράλυσης των συναφών διαδικασιών καινοτομίας, οικολογικού προσανατολισμού και αναδιοργάνωσης της οικονομίας μας». Ο πρόεδρος της Ομάδας του ΕΛΚ στην ΕτΠ, κ. Michael Schneider, συνόψισε το πρόβλημα ως εξής: «Οι περιφέρειες ευελπιστούσαν στη δυνατότητα επίτευξης συμφωνίας και εξακολουθούν να ελπίζουν στην εξεύρεση έγκαιρης λύσης, καθότι μόνον όταν υπάρχουν αποφάσεις και αποτελέσματα μπορούμε να προωθήσουμε σταθερά την περιφερειακή ανάπτυξη. Ένας προσωρινός προϋπολογισμός δεν θα μας επέτρεπε να υλοποιήσουμε καμία στρατηγική ανάπτυξης. Όσο αργότερα επέλθει συμφωνία σχετικά με το ΠΔΠ, τόσο δυσκολότερη θα είναι η χορήγηση επενδυτικών ενισχύσεων».

Il CdR può inoltre adire la Corte di giustizia per salvaguardare le proprie prerogative o se ritiene che un atto legislativo dell'UE violi il principio di sussidiarietà o non rispetti le competenze degli enti regionali o locali.

Η Ευρωπαϊκή Επιτροπή, το Ευρωπαϊκό Κοινοβούλιο και το Συμβούλιο υποχρεούνται να ζητούν τη γνώμη της ΕτΠ στους τομείς πολιτικής που αφορούν τους δήμους και τις περιφέρειες. Η ΕτΠ μπορεί να προσφεύγει στο Δικαστήριο της Ευρωπαϊκής Ένωσης εάν θίγονται τα δικαιώματά της και όταν κρίνει ότι μια νομοθετική πράξη της ΕΕ παραβαίνει την αρχή της επικουρικότητας ή δεν σέβεται τις αρμοδιότητες των τοπικών και των περιφερειακών αρχών.

CoR members call on the Council and the European Parliament to agree on the next multiannual financial framework – which was the subject of a detailed CoR opinion adopted at yesterday's sitting – "by the end of 2012". On the EU's strategy for smart, inclusive and sustainable growth, it "deplores that in most cases the preparation of the Europe 2020 National Reform Programmes has been a missed opportunity to implement Europe 2020 in partnership between all tiers of government". The European Commission should insist on the need for member states to address this issue, and should "report to what extent and how all partners, including local and regional authorities, have been involved" in the strategy's implementation.

This would impede the Committee of the Regions to intervene in the definition of the significant part of the CSF included in the delegated act as the CoR is not involved in the adoption of such acts following the Lisbon treaty. This is why the CoR opposes this split as, in accordance with Article 177 TFEU, the CSF is a mandatory area of consultation of the CoR. The European Parliament and the Council took position in the past weeks against this split too and it remains to be seen whether the European Commission will now revise its position on this matter.

Por consiguiente, el CDR se opone a esta división ya que, de acuerdo con el artículo 177 del TFUE, el MEC constituye un ámbito de consulta obligatoria al CDR. Hace unas semanas, el Parlamento Europeo y el Consejo también se pronunciaron en contra de esta división y queda por ver si la Comisión Europea estará dispuesta a revisar su posición sobre esta cuestión.

Ciò impedirebbe al CdR di contribuire alla definizione di quella parte – considerevole – del QSC contenuta nell'atto delegato, dato che, in base al Trattato di Lisbona, il CdR non interviene nel processo di elaborazione degli atti delegati. Il CdR si oppone quindi a questa scissione, considerato che, ai sensi dell'articolo 177 del TFUE, il QSC rientra tra i settori in cui la consultazione del CdR è obbligatoria. Nelle settimane precedenti anche il Parlamento europeo e il Consiglio hanno preso posizione contro la scissione, e resta da vedere se la Commissione rivedrà la sua posizione in materia.

Για να μην καταστούν «λιγότερο προβλέψιμοι» οι πόροι, σύμφωνα με τη γνωμοδότηση, η διαδικασία αναπρογραμματισμού πρέπει «να περιορίζεται μόνο στις περιπτώσεις απόλυτης ανάγκης». Για τον λόγο αυτόν, η ΕτΠ διατηρεί  μεν επιφυλάξεις σχετικά με την αναθεώρηση του ΚΣΠ βάσει της νέας ενωσιακής οικονομικής διακυβέρνησης, υποστηρίζει όμως την επιλογή της τροποποίησης των συμβάσεων εταιρικής σχέσης και των επιχειρησιακών προγραμμάτων βάσει των συστάσεων που θα προκύψουν από το Ευρωπαϊκό Εξάμηνο.

The CoR's European Alliance Group President, Uno Silberg, focused on the risks that inconsistent choices on the budget will have which will compromise EU credibility. He also referred to the Common Agriculture Policy stressing that: "It must taken forward in a way that guarantees equal treatment to all Member States and potential beneficiaries".

Kérte egyben, hogy az EU kezdeményezze a választójog biztosítását minden polgár számára, tehát nem különböztetve meg őket állampolgárságuk és aszerint, hogy jelenleg melyik országban van a lakhelyük. Az RB Európai Szövetség csoportjának elnöke, Uno Silberg azokra a kockázatokra hívta fel a figyelmet, amelyek a következetlen költségvetési döntésekből adódhatnak, és aláássák az EU hitelességét. A közös agrárpolitikával kapcsolatban pedig hangsúlyozta, hogy „ezt a politikát úgy kell alakítani, hogy egyenlő bánásmódot garantáljon minden tagállamnak és a potenciális kedvezményezetteknek”.

W odniesieniu do wspólnej polityki rolnej podkreślił, że „trzeba ją kontynuować w taki sposób, by zagwarantować takie samo traktowanie wszystkich państw członkowskich i potencjalnych beneficjentów”.

Regions and cities welcome CLLD as one of the more ground-breaking aspects of the future cohesion policy. The opinion stresses that it represents the only provision within the new common regulations where real synergies at delivery level are specifically foreseen in the implementation of the European Agricultural Fund for Rural Development, the Fisheries Fund and the Cohesion Fund. This can make the CLLD a "one-stop-shop" for local beneficiaries therefore CLLD should be strongly encouraged. The CoR's main concern is related to the risk that the different types of financial management, audit burden and involved managing authorities can lead to delays in the implementation and to the reluctance of managing authorities in undertaking CLLD initiatives. "The new proposal of Community Led Local Development are a crucial tool to bring together the existing EU regional, social, agricultural and social funds and make them deliver by empowering local communities" said Cllr Garvie, adding that he is: "looking forward that the Council and Parliament make use of the very thorough assessment that we have undertaken here. This can be a great way for countries and regions to empower local communities and bring down artificial barriers between funds".

Las regiones y ciudades acogen favorablemente el desarrollo local participativo (DLP) por tratarse de uno de los aspectos más innovadores de la futura política de cohesión. En el dictamen se destaca que el DLP es la única disposición del nuevo Reglamento sobre disposiciones comunes que prevé específicamente una sinergia real en la aplicación del Fondo Europeo Agrícola de Desarrollo Rural, el Fondo Europeo Marítimo y de la Pesca y el Fondo de Cohesión. Así pues, el DLP puede servir de «ventanilla única» para los beneficiarios locales, por lo que debería fomentarse de manera decidida. Al CDR le preocupa, sobre todo, el riesgo de que los diferentes tipos de gestión financiera, de carga auditora y de autoridades de gestión implicadas provoquen retrasos en la puesta en práctica de este proyecto, así como la reticencia de las autoridades de gestión a emprender iniciativas de DLP. «La nueva propuesta relativa al desarrollo local participativo es un instrumento crucial para reunir los actuales fondos regional, social y agrícola de la UE y lograr que funcionen, para lo cual se deberá empoderar a las comunidades locales», señaló Graham Garvie, añadiendo que estaba «deseando que el Consejo y el Parlamento utilicen esta muy exhaustiva evaluación que hemos llevado a cabo. Además, para los países y las regiones, podría tratarse de una manera inmejorable de empoderar a las comunidades locales y eliminar las barreras artificiales entre los distintos fondos».

Gli enti regionali e locali considerano il CLLD uno degli aspetti più innovativi della futura politica di coesione. Nel parere si sottolinea infatti che quelle dedicate al CLLD sono le sole norme del regolamento "disposizioni comuni" a prevedere specificamente sinergie effettive per l'applicazione congiunta del FEASR, del FEAMP e dell'FC; il CLLD può fungere così da "sportello unico" per i beneficiari locali, e in quanto tale merita di essere fortemente incoraggiato. La principale preoccupazione del CdR riguarda il rischio che la diversità dei tipi di gestione finanziaria e degli oneri in materia di audit previsti, nonché delle autorità di gestione coinvolte, finisca per allungare i tempi di attuazione del CLLD e scoraggi tali autorità dall'intraprendere iniziative in materia. "La nuova proposta in materia di CLLD è uno strumento fondamentale per applicare congiuntamente i fondi regionali, sociali e agricoli europei esistenti e renderli davvero efficaci grazie al coinvolgimento delle comunità locali", ha dichiarato il relatore Garvie, aggiungendo di attendere "con vivo interesse che Consiglio e Parlamento facciano tesoro della valutazione accurata e approfondita contenuta nel parere. Il CCLD rappresenta una grande opportunità per gli Stati e le regioni di coinvolgere le comunità locali e abbattere le barriere artificiose che separano i vari fondi".

Montrer texteMontrer source en cacheMontrer URL avec texte source	Während der Debatte brachte der Präsident des Ausschusses der Regionen, Ramón Luis Valcárcel Siso, die tiefe Besorgnis des Ausschusses zum Ausdruck angesichts der vom Rat diskutierten Kürzungen im nächsten EU-Haushalt und der Unfähigkeit der Mitgliedstaaten, sich zu einigen: "Noch vor wenigen Tagen waren wir uns alle einig, dass der EU-Haushalt das wichtigste Instrument zur Unterstützung von Wachstum und Beschäftigung in Europa sein soll und dass die Förderung einer intelligenten und integrativen Entwicklung unserer Volkswirtschaften Priorität hat. Jetzt geht es nur noch darum, um wie viel der Haushalt gekürzt werden soll. Hier fehlt es ganz offensichtlich an Kohärenz, was unsere Bürger verständlicherweise enttäuscht".

Now the only issue on the table is how much we want to cut the budget. This is a clear inconsistency raising a comprehensible disappointment in our citizens". The CoR President also added that: "Nobody can consider positively the option of missing the deadlines and proceeding with a provisional budget, which would block the planning of the new investment which are crucial to regions and cities committed in supporting the recovery". The risk related to delays in the structural funds programming was also stressed by CoR First Vice-President Mercedes Bresso: "Since 2/3 of public investment is made by regional and local authorities, and in the most cases local and regional investment are supported by the EU budget, it is clear that we risk paralysing relevant processes of innovation, greening and re-organisation of our economy". The President of the CoR's EPP Group, Michael Schneider, synthesised the problem in these terms: "In the regions we hoped that an agreement could be possible and are still hoping for a timely solution since only when decisions and results are there can we keep the engine of regional development running. Provisional budget would not allow us to put in place any growth strategy. The later we'll have an agreement on the MFF, the harder granting investment continuity will be".

Aujourd'hui, la seule question à l'ordre du jour est l'ampleur des coupes à opérer dans le budget. Nous sommes face à une incohérence manifeste, qui suscite une déception bien compréhensible chez nos citoyens". "Personne ne peut voir d'un œil favorable l'option qui consiste à manquer les échéances et à travailler avec un budget provisoire, empêchant la programmation des nouveaux investissements dont l'importance est cruciale pour les régions et les villes soucieuses de soutenir la relance", a ajouté le Président du CdR. La Première vice-présidente du CdR, Mme Mercedes Bresso, a elle aussi insisté sur les risques associés aux retards dans la programmation des Fonds structurels: "Sachant que les deux-tiers des investissements publics sont effectués par les collectivités régionales et locales, et que dans la plupart des cas, les investissements locaux et régionaux sont soutenus par le budget de l'UE, il est clair que nous risquons de paralyser d'importants processus d'innovation, d'écologisation et de réorganisation de notre économie". M. Michael Schneider, président du groupe PPE au CdR, a résumé le problème en ces termes: "Dans les régions, nous espérons toujours qu'un accord sera possible et qu'une solution sera trouvée à temps, car nous avons absolument besoin de décisions et de résultats pour pouvoir garder le moteur du développement régional en marche. Un budget provisoire ne nous permettra pas de mettre la moindre stratégie de croissance en place. Plus l'accord sur le cadre financier pluriannuel tarde à se concrétiser, plus il sera difficile de garantir la continuité des investissements".

Ora invece l'unica questione sul tappeto riguarda l'entità dei tagli che abbiamo intenzione di apportare al bilancio. Siamo quindi di fronte a una flagrante mancanza di coerenza che provoca una comprensibile delusione nei nostri cittadini". Il Presidente del CdR ha inoltre aggiunto che "nessuno può giudicare positivamente l'opzione di non rispettare le scadenze e di andare avanti con un bilancio provvisorio, che bloccherebbe la programmazione dei nuovi investimenti, essenziali per le regioni e le città impegnate a sostegno della ripresa". I rischi connessi con i ritardi nella programmazione dei fondi strutturali sono stati anche ribaditi dalla prima Vicepresidente del CdR Mercedes Bresso: "Poiché i due terzi degli investimenti pubblici vengono effettuati dagli enti regionali o locali e nella maggior parte dei casi sono finanziati dal bilancio dell'UE, è evidente che rischiamo di paralizzare gli importanti processi di innovazione, ecologizzazione e riorganizzazione della nostra economia". Il presidente del gruppo PPE del CdR, Michael Schneider, ha così riassunto il problema: "A livello di regioni speravamo che fosse possibile trovare un accordo e confidiamo ancora in una soluzione tempestiva, poiché soltanto in presenza di decisioni e di risultati possiamo continuare a far girare il motore dello sviluppo regionale. Il bilancio provvisorio non ci consentirebbe di attuare nessuna strategia per la crescita. Più tardi raggiungeremo un accordo sul QFP, più difficile sarà garantire continuità negli investimenti".

Ramón Luis Valcárcel Siso, εξέφρασε τις βαθιές ανησυχίες της ΕτΠ σχετικά με τις περικοπές στον μελλοντικό προϋπολογισμό της ΕΕ, οι οποίες συζητήθηκαν στο Συμβούλιο, καθώς και την αδυναμία των κρατών μελών να καταλήξουν σε συμφωνία: «Μέχρι πριν από λίγες ημέρες συμφωνήσαμε όλοι ότι ο ενωσιακός προϋπολογισμός θα πρέπει να αποτελέσει το κύριο μέσο μας ενίσχυσης της ανάπτυξης και της απασχόλησης στην Ευρώπη και ότι η προώθηση μιας έξυπνης και χωρίς αποκλεισμούς ανάπτυξης των οικονομιών μας συνιστά τη βασική μας προτεραιότητα. Τώρα, το μόνο θέμα που τίθεται επί τάπητος είναι το ύψος των περικοπών στον προϋπολογισμό. Αυτό αποτελεί έκδηλη ασυνέπεια, η οποία προκαλεί κατανοητή απογοήτευση τους πολίτες μας». Ο Πρόεδρος της ΕτΠ προσέθεσε επίσης ότι: «Κανένας δεν μπορεί να θεωρήσει θετική την επιλογή της μη τήρησης των προθεσμιών και τη συνέχιση της πορείας με έναν προσωρινό προϋπολογισμό, γεγονός που θα παρεμπόδιζε τον προγραμματισμό νέων επενδύσεων που είναι ζωτικές για τις περιφέρειες και τις πόλεις, οι οποίες στηρίζουν σταθερά την ανάκαμψη». Ο κίνδυνος που συνδέεται με καθυστερήσεις στον προγραμματισμός των διαρθρωτικών ταμείων υπογραμμίστηκε επίσης από την Πρώτη Αντιπρόεδρο της ΕτΠ, κ. Mercedes Bresso: «Δεδομένου ότι τα 2/3 των δημοσίων επενδύσεων πραγματοποιούνται από τις περιφερειακές και τις τοπικές αρχές, και στην πλειονότητα των περιπτώσεων, οι τοπικές και οι περιφερειακές επενδύσεις στηρίζονται από τον προϋπολογισμό της ΕΕ, είναι σαφές ότι εγκυμονεί ο κίνδυνος παράλυσης των συναφών διαδικασιών καινοτομίας, οικολογικού προσανατολισμού και αναδιοργάνωσης της οικονομίας μας». Ο πρόεδρος της Ομάδας του ΕΛΚ στην ΕτΠ, κ. Michael Schneider, συνόψισε το πρόβλημα ως εξής: «Οι περιφέρειες ευελπιστούσαν στη δυνατότητα επίτευξης συμφωνίας και εξακολουθούν να ελπίζουν στην εξεύρεση έγκαιρης λύσης, καθότι μόνον όταν υπάρχουν αποφάσεις και αποτελέσματα μπορούμε να προωθήσουμε σταθερά την περιφερειακή ανάπτυξη. Ένας προσωρινός προϋπολογισμός δεν θα μας επέτρεπε να υλοποιήσουμε καμία στρατηγική ανάπτυξης. Όσο αργότερα επέλθει συμφωνία σχετικά με το ΠΔΠ, τόσο δυσκολότερη θα είναι η χορήγηση επενδυτικών ενισχύσεων».

Nu er det eneste spørgsmål, der står tilbage, hvor meget vi vil skære i budgettet. Dette er utrolig inkonsekvent, og borgerne er forståeligt nok skuffede". Regionsudvalgets formand tilføjede, at "Ingen kan se med positive øjne på, at fristen overskrides, og at vi må gå videre med et foreløbigt budget, som vil blokere for planlægningen af nye investeringer, der er så afgørende for regionerne og kommunerne, som har engageret sig i genopretningen". Risikoen i forbindelse med forsinkelser i planlægningen af strukturfondene blev også fremhævet af Regionsudvalgets første næstformand, Mercedes Bresso: "Eftersom det er de regionale og lokale myndigheder, som står bag 2/3 af de offentlige investeringer, og eftersom lokale og regionale investeringer for det meste støttes af EU's budget, er det klart, at vi risikerer at lamme relevante processer for innovation, miljøtilpasning og omstrukturering af vores økonomi". Formanden for Regionsudvalgets PPE-gruppe, Michael Schneider, sammenfattede problemet med disse ord: "Ude i regionerne håbede vi, at det var muligt at nå til enighed, og vi håber stadig på en rettidig løsning, da vi kun kan holde den regionale udvikling i gang, når der foreligger beslutninger og resultater. Vi vil ikke kunne iværksætte nogen vækststrategi på baggrund af et foreløbigt budget. Jo senere vi når frem til en aftale om den flerårige finansielle ramme, desto sværere vil det blive at sikre kontinuitet i investeringerne."
Comparer pages textesComparer pages HTMMontrer URL avec texte sourceMontrer URL avec langue cibleDéfinir cor.europa.eu comme domaine prioritaire	A vitában Ramón Luis Valcárcel Siso, a Régiók Bizottsága elnöke kifejezte az RB komoly aggodalmát egyfelől azoknak a csökkentéseknek a kapcsán, melyeket a Tanács a következő uniós költségvetésben mérlegel, másfelől amiatt, hogy a tagállamok nem tudnak megegyezésre jutni. „Néhány nappal ezelőtt még mindnyájan egyetértettünk abban, hogy az uniós költségvetés az európai növekedés és foglalkoztatás támogatásának legfontosabb eszköze kell hogy legyen, és hogy prioritásnak tekintjük gazdaságaink intelligens és inkluzív fejlesztésének előmozdítását. Most mégis kizárólag az a kérdés van napirenden, mennyivel akarjuk csökkenteni a költségvetést. Ez egyértelmű következetlenség, ami érthető módon csalódást okoz a polgároknak.” Az RB-elnök hozzátette: „Senki sem gondolhatja, hogy jó választás, ha nem tartjuk be a határidőt, és ideiglenes költségvetéssel dolgozunk tovább. Így aligha lehet új beruházásokat tervezni, pedig ezek nagyon fontosak a fellendülést elkötelezetten támogató régiók és városok számára”. A strukturális alapok késedelmes programtervezésével összefüggő kockázatokra Mercedes Bresso, az RB első alelnöke is rámutatott: „Mivel a közberuházások kétharmadát regionális és helyi önkormányzatok végzik, és az uniós költségvetés általában támogatja a helyi és regionális beruházásokat, egyértelmű a kockázat, hogy gazdaságainkban megrekedhetnek a kapcsolódó innovációs, környezettudatosító és átszervezési folyamatok.” Michael Schneider, az RB EPP-csoportjának elnöke a következőképpen foglalta össze a problémát: „A régiókban azt reméltük, hogy lehetőség van a megállapodásra, és még mindig reménykedünk egy mielőbbi megoldásban, mivel csak a döntések és eredmények ismeretében tudjuk megőrizni a regionális fejlesztés lendületét. Ideiglenes költségvetéssel képtelenek vagyunk bármiféle növekedési stratégiát megvalósítani. Minél később születik megállapodás a többéves pénzügyi keretről, annál nehezebb lesz szavatolni a beruházások folyamatosságát."

Jego obawy wywołuje także niemożność wypracowania porozumienia przez państwa członkowskie: „Jeszcze kilka dni temu wszyscy zgadzaliśmy się co do tego, że budżet unijny powinien być naszym głównym narzędziem wspierającym wzrost i zatrudnienie w Europie, że naszym priorytetem jest upowszechnianie inteligentnego wzrostu naszych gospodarek sprzyjającego włączeniu społecznemu. Obecnie dyskutuje się już tylko o skali cięć budżetowych. Jest to oczywisty brak konsekwencji w naszych działaniach, co ze zrozumiałych względów powoduje rozczarowanie wśród obywateli”. Przewodniczący KR-u dodał także: „Nikt nie może przecież pozytywnie odnosić się do niedotrzymania terminów i uruchomienia mechanizmu budżetu tymczasowego, co może zablokować proces planowania nowych inwestycji, które są tak istotne dla regionów i miast pragnących wesprzeć odnowę gospodarczą”. Ryzyko związane z opóźnieniami w programowaniu funduszy strukturalnych podkreśliła także pierwsza wiceprzewodnicząca KR-u Mercedes Bresso: „Skoro to władze regionalne i lokalne przeprowadzają dwie trzecie inwestycji, a w większości wypadków inwestycje lokalne i regionalne korzystają ze wsparcia z budżetu UE, jest jasne, że podejmujemy ryzyko sparaliżowania związanych z nimi innowacji oraz ekologizacji i reorganizacji naszej gospodarki”. Przewodniczący Grupy PPE w KR-ze Michael Schneider w następujący sposób podsumował ten problem: „W regionach mieliśmy nadzieję, że porozumienie jest wciąż możliwe, nadal łudzimy się, że jakieś rozwiązanie pojawi się na czas, gdyż motor rozwoju regionalnego może funkcjonować jedynie wtedy, gdy decyzje zostały podjęte i widoczne są ich rezultaty. Tymczasowy budżet nie pozwoli nam na wprowadzenie jakiejkolwiek strategii wzrostu. Im później osiągniemy porozumienie w sprawie wieloletnich ram finansowych, tym trudniej będzie zapewnić ciągłość inwestycji”.
Comparer pages textesComparer pages HTMMontrer URL avec texte sourceMontrer URL avec langue cibleDéfinir cor.europa.eu comme domaine prioritaire	Under debatten uttryckte Regionkommitténs ordförande Ramón Luis Valcárcel Siso kommitténs djupa oro över nedskärningarna i EU:s kommande budget, som diskuterades av rådet, och över medlemsstaternas oförmåga att nå en överenskommelse: "Fram till för några dagar sedan var vi alla överens om att EU:s budget bör vara vårt huvudsakliga verktyg för att stödja tillväxten och sysselsättningen i Europa, och att främjandet av en smart och solidarisk utveckling av våra ekonomier är vår prioritet. Nu är den enda frågan på dagordningen hur mycket vi vill skära ner budgeten. Detta är en tydlig motsägelse och medborgarna är förståeligt nog besvikna". ReK:s ordförande tillade: "Ingen kan se positivt på scenariot att tidsfristen inte håller och att vi måste gå vidare med en tillfällig budget, vilket skulle stoppa planeringen av nya investeringar trots att dessa är avgörande för regionerna och kommunerna, som har engagerat sig i att stödja återhämtningen". Regionkommitténs förste vice ordförande Mercedes Bresso betonade också risken med förseningar i planeringen av strukturfonderna: "Eftersom två tredjedelar av de offentliga investeringarna görs av lokala och regionala myndigheter, och eftersom lokala och regionala investeringar i de flesta fallen stöds av EU-budgeten, är det klart att vi riskerar att lamslå relevanta processer för innovation, miljöanpassning och omstrukturering av vår ekonomi". Ordföranden för Regionkommitténs PPE-grupp, Michael Schneider, sammanfattade problemet med följande ord: "Ute i regionerna hoppades vi att det var möjligt att nå en överenskommelse, och vi hoppas fortfarande på en snabb lösning, eftersom det inte går att hålla i gång den regionala utvecklingen utan beslut och resultat. Vi kan inte genomföra någon tillväxtstrategi om det bara finns en tillfällig budget. Ju senare vi når en överenskommelse om den fleråriga budgetramen, desto svårare blir det att säkra kontinuitet i investeringarna."
