Building co-operation and co-ordination among the UN and national human rights institutions (NHRIs) are realized by the Office of the High Commissioner for Human Rights (OHCHR). The participation of NHRIs in these international processes, in turn, leads to both, their strengthening and more effective protection of human rights. So, through active participation in such processes and exchange of knowledge and experience in the field of human rights protection and promotion, the Ombudsman Office of Azerbaijan extends its professional capacities and enjoys greater acceptance on the international arena.

At the second meeting with SPT, it was heard the concluding observations, final recommendations after the SPT delegation visits to the places, which person leave on their own cannot will and relevant discussions were conducted. During the exchange of opinions, it was stressed that the Commissioner’s NPM activity was improved. In November 19, 1989, the US Senate expresses its wish “to assist the fair resolution of the Nagorno Karabakh conflict in the course of bilateral talks with the Soviet Union, which would really reflect the aspirations of the people of that Oblast”. The rights advocating movement formed in USSR and in particular, “The Memorial” organization are unilaterally defending the Armenian separatists saying rightly that this choice is something more meaningful than the tacit domination.
