From November 13-19, the Aspen Institute Germany hosted the second Aspen German-American Dialog under the auspices of the Coordinator for Transatlantic Cooperation, Representative Jürgen Hardt. The program aimed to revitalize the German-American Partnership, to strengthen mutual understanding, and to provide a platform to find common answers to pressing problems of the 21st century at civil society level. The program welcomed 30 guests from Hamburg, Stuttgart, Trier, Chicago, Fairfax, Minneanapolis, Pittsburgh, and Sacramento. In Berlin, the participants discussed current and future challenges to the transatlantic community, as climate change and electric mobility, migration and integration, vocational training, startups and entrepreneurship as well as civic education and the role of the media. Afterwards, the US-delegations each visited one of the three participating German constituencies. Upon the invitation by the participating Members of the German Bundestag Dr. Katarina Barley (SPD), Dr. Joachim Pfeiffer (CDU) und Manuel Sarrazin (Alliance 90/THE GREENS) the participants deepened the exchange and were introduced to companies and projects on the municipal level. The Dialog is funded by the Transatlantic Program of the Federal Republic of Germany with funds from the European Recovery Program of the Federal Ministry for Economic Affairs and Energy and supported by the American Council on Germany.

The Aspen Institute Germany hosted a panel discussion on the question “Does Germany Still Need the Free Democrats?“ In addition to moderator Rüdiger Lentz, the panelists Steffi Lemke, Member of the German Bundestag and Parliamentary Secretary of Alliance 90/The Greens, Christian Lindner, Member of the North Rhine-Westphalian Parliament and Federal Chairman of the FDP, and Lars Zimmermann, Member of the CDU Berlin, discussed whether the German Free Democrats (FDP) and liberal thoughts were still modern and how they might be further developed. According to Mr. Lindner, the status of the FDP had been damaged by the lack of a clear liberal profile. His aim was to raise the party’s profile and to encourage citizens to assume responsibility instead of delegating it to the state. Mr. Zimmermann noted that the FDP could not enjoy a monopoly position with regard to “liberal values“ due to increased competition. Ms. Lemke criticized that lacking profile seemed to be the key to success nowadays, citing Chancellor Merkel as an example. Mr. Zimmermann disagreed, emphasizing the Chancellor’s confidence-building effect. According to him, the core task of politics would be to organize changes based on security and communications. In the end, all three participants claimed to represent liberal values, although they disagreed on what exactly that means.

Jürgen Hardt, MdB (CDU/CSU), Koordinator für die Transatlantische Zusammenarbeit im Auswärtigen Amt, bezeichnete TTIP als „ein Thema für die Öffentlichkeit“ und wünschte sich eine Unterscheidung zwischen Polemik und kritischer Öffentlichkeit.
In the subsequent panel discussion, Josef Janning, European Council on Foreign Relations, emphasized that TTIP would work as a coupling instrument in order to prevent Japan, India, China, South Korea, and the U.S. from surpassing the EU. Matthias Machnig, Secretary of State at the German Federal Ministry of Economic Affairs, called for a discussion on prejudices such as a bias towards big companies, deregulation and de-democratization, and referred to the importance of unified global standards. Furthermore, he demanded a bilateral trade court with publicly appointed judges instead of the problematic dispute settlement mechanisms. Jürgen Hardt, member of the German Bundestag (CDU/CSU) and Coordinator for the Transatlantic Cooperation at the Federal Foreign Office, called TTIP “a topic for the public“ and asked for a distinction between polemics and critical public discourse. TTIP would be a great chance, especially for an exporting nation like Germany. Dieter Janecek, member of the Bundestag (Alliance 90/Greens), was more critical although he did not generally oppose TTIP. He demanded that the high security and law standards of the EU be maintained under all circumstances. He feared difficulties in the harmonization of data and consumer protection laws which were not compatible according to him. The subsequent Q&A session with the guests in Berlin and on Twitter demonstrated the willingness of the public for a critical dialog.

Ed Geoas, President and CEO of the Tarrance Group, joined by Chris Israel and David Metzner of ACG Analytics, gave a first presentation of a new study of 1000 U.S. voters’ opinions on the Transatlantic Trade and Investment Partnership (TTIP). Member of the German Bundestag Peter Beyer (CDU) joined their discussion to add a German perspective. The poll showed that more than two thirds of Americans were in favor of a free trade agreement (FTA) with Europe, either as a new source of jobs and growth or as an economical counterweight to China. However, only 9% of U.S. voters were fully aware of the current TTIP negotiations, which made the topic hardly attractive for congressmen. The communication to the citizens was also considered problematic in Germany, where the benefits had been promoted too little. Instead, an emotional debate about brand protection had emerged in the U.S. parallel to the German chlorine chicken debate. Named benefits were a greater variety of choices, lower costs, job security, and job growth. The participants agreed that TTIP would not mean a race to the bottom, rather it could become a role model for high standard FTAs. However, the negotiations should bring the first results, soon, to have something substantial. Otherwise, the whole public debate on TTIP would remain speculation.

On December 6, 2017, the Aspen Institute Germany hosted a panel discussion on the future of transatlantic relations. The focus of the discussion was placed on the transatlantic manifesto “In Spite of It All, America”, an essay written by experts of different Berlin transatlantic think tanks, with the aim of revitalizing and reviving transatlantic relations. Dr. Tobias Lindner (Bündnis 90/Die Grünen), Michael Link (FDP), and Norbert Röttgen (CDU), all members of the newly elected German Bundestag as well as Jan Techau, director of the Richard C. Holbrooke Forum at the American Academy in Berlin, discussed the manifest with regards to U.S. and German trade, security, climate, energy and digital policies. In an open and interesting discussion, it became apparent that all panelist agreed on the matter that the geopolitical situation is changing drastically and that Germany has a responsibility to solidify its position not only as a nation but also as a member of international institutions such as the European Union and NATO.

On April 18, 2018, the Aspen Institute Germany hosted a „Digital Dish“ examining Germany’s Digital Policy in 2018: Priorities and Challenges. About 30 high-level guests were able to discuss with Members of the Bundestag Dieter Janecek (Alliance 90/The GREENS) and Thomas Jarzombek (CDU) the opportunities and challenges that digitalization holds for Germany and how they intend to ensure technological change will benefit society. The off-the-record discussion touched on a wide array of topics, ranging from artificial intelligence to data protection, the GDPR, digital infrastructure and digital education in schools and in the workplace. The conversation was moderated by Tyson Barker, Program Director at the Aspen Institute Germany. The event was co-hosted by Telefónica Germany.

On October 10, a lunch with U.S. Ambassador John B. Emerson and the members of parliament Philipp Mißfelder (CDU) and Niels Annen (SPD) took place within the scope of the meeting of the Board of Trustees of the Aspen Institute. The topic was the future of the transatlantic relations and Germany’s role as a foreign and security policy actor. The present members of the board of trustees and management board took the discussion as an inspiration for the future orientation of the Institute.

From May 7-13, the Aspen Institute Germany hosted the third Aspen German-American Dialog under the auspices of the Coordinator for Transatlantic Cooperation, Representative Jürgen Hardt (CDU). The program aimed to revitalize the German-American Partnership, to strengthen mutual understanding, and to provide a platform to find common answers to pressing problems of the 21st century at civil society and parliamentary level. At a conference, hosted at the Federal Foreign Office, MP Annalena Baerbock (Alliance 90/THE GREENS) and Congressman David McKinley (R-WV 1st District) discussed future challenges regarding climate change and electro mobility and together with Jürgen Hardt the shared values in the transatlantic relations. Upon the invitation of the further participating MPs Katharina Dröge (Alliance 90/THE GREENS), Volkmar Klein (CDU) and Annalena Baerbock (Alliance 90/THE GREENS) the civil society representatives deepened the exchange while traveling to the constituencies of Cologne, Siegen, and Potsdam. On site, the participants learned about companies and projects in the areas of work / training, renewable energies, mobility, digitalization and political education / media at the municipal level. The Dialog is funded by the Transatlantic Program of the Federal Republic of Germany with funds from the European Recovery Program of the Federal Ministry for Economic Affairs and Energy and supported by the American Council on Germany.
