Subjected to strong international (Bale II) and national regulations, the banking sector is faced with a requirement for security as much against technological fraud as for the struggle against criminality. At the same time, an unprecedented number of bank clients are using the internet to manage their banking operations on-line. With banks devoting from 3 to 10 % of their turnover to information systems, these systems have become a strategic and competitive asset. Internal and external computer human resources in this sector constitute a line of costs that the outsourcing process is attempting to master. Systems Information Directors and Purchasing Departments are thus confronted with complex legal issues when it is a question of information systems. As the struggle against money laundering illustrates, banks and insurance companies have become, in fact, large producers and users of data bases, which, most of the time, include personal data, the use of which is subject to strict regulation (French Data Protection Act relating to information technology, data processing systems, and CNIL decisions).
