Le gouvernement croit que les mesures qu'on est en voie de prendre à la suite du rapport de la commissaire sont un moyen important pour aider à garantir que les ministères disposent de tous les systèmes nécessaires pour veiller à ce que leurs propositions de politiques, de plans et de programmes fassent l'objet d'une évaluation systématique quant à leurs répercussions sur l'environnement. En outre, l'Agence canadienne d'évaluation environnementale continue de jouer un rôle important dans la promotion de l'EES et dans l'orientation des ministères relativement à l'EES.

In regard to the second part of this recommendation, it would be outside the purview of the Privy Council Office (PCO) to coordinate the drafting of an annual government wide report on SEA across government. PCO exercises a challenge function and supports the Cabinet process, but this does not supplant the fundamental responsibilities (individual and collective) of ministers under our system of government.

Vous vous préoccupez de ces EES. Il y a également deux ou trois autres comités parlementaires devant lesquels nous avons eu le plaisir de témoigner qui se préoccupent également de ces questions. Grâce aux deux examens qui sont en cours, plus l'intérêt manifesté par les parlementaires, j'ai bien confiance que d'ici un an nous constaterons que le gouvernement aborde la gestion de l'environnement et du développement durable d'une manière tout à fait différente.

You're concerned about these SEAs. There are two or three other parliamentary committees we've had the pleasure of appearing before that are similarly concerned about them. With these two reviews that are under way, plus parliamentary interest, I'm very hopeful that in a year's time we'll be looking at quite a different way that the government will go about managing the environment and sustainable development file.

Je ne voudrais pas me prononcer plus avant là-dessus, sauf pour dire que nous avons l'automne dernier discuté du fait de ne pas avoir pu déterminer, par le biais d'une activité de vérification, si cela importait à quiconque si le processus SDD fonctionnait bien ou pas. Nous avons constaté la même chose à l'égard du processus EES, ce qui n'est pas très porteur.

As to whether there could be more consequences in the bill, I presume there could, Mr. Cullen. I wouldn't want to comment further on that, other than the fact that we talked last fall about not being able to find, from an audit sense, whether anybody cared whether the SDS process was working well or not. We found the same thing with the SEA process, and it's not a very good state of affairs.

Dans son rapport de vérification de 2004, la commissaire à l'environnement et au développement durable a constaté que l'absence, dans de nombreux ministères, des systèmes de gestion nécessaires pour mettre en œuvre la directive était l'un des principaux facteurs qui affectait le rendement des ministères relativement à l'EES.

Another key commitment stemming from the Commissioner's report was to examine options for making public statements of environmental effects easily and centrally accessible. The public statement requirement was re introduced in the January 2004 version of the Directive to provide for improved transparency, particularly for those initiatives likely to be of greatest concern to the public. Making public statements centrally accessible will also help to improve compliance with the Directive as monitoring of SEAs will be greatly facilitated, and an additional level of scrutiny will be added to the process.
