It is intended to help in setting clear investment priorities for the next financial planning period from 2014 until 2020 in Member States and their regions. It will enable a far better combining of various funds to maximise the impact of EU investments. National and regional authorities will use this framework as the basis for drafting their 'Partnership Contracts' with the Commission, committing themselves to meeting Europe's growth and jobs targets for 2020. Brussels, 27 November 2012 - EAPN welcomes President Barroso’s strong defense of the proposed EU Fund for European Aid to the Most Deprived, but also warns the amount suggested will not cover the growing needs. On the cohesion funds and the future of the European Social Fund, the only Fund investing in people rather than in infrastructures, EAPN will continue to run its campaign EU Money for Poverty Reduction Now! calling on Member States to approve the European Commission’s proposal, the only viable solution in that regard. EAPN also advocates for an end to the austerity approach, which has proven devastating and totally counterproductive.

2) Le Fonds de cohésion et le futur Fonds social européen : Sergio Aires, Président d’EAPN, a déclaré "On espère qu’avant le prochain Sommet des progrès aient été réalisés pour garantir un budget décent à la Politique de cohésion. Si l’augmentation de ce budget vise véritablement à répondre aux besoins des personnes, les Premiers Ministres devont s’accorder sur un Fonds social européen fort, car il est le seul à investir dans les personnes plutôt que dans les infrastructures. Le minimum acceptable est dans la proposition de la Commission européenne : au moins 25% du budget Cohésion alloué au Fonds social européen et au moins 20% de ce FSE à la lutte contre la pauvreté et l’exclusion sociale".

“It is hoped that, before the next summit, further progress will be made in achieving a decent level of funding for the Cohesion Budget. If the increase in Cohesion funds is really to meet the needs of people, then Prime Ministers will need to agree a strong European Social Fund as the only fund that invests in people rather than infrastructures. The minimum that is acceptable in this regard, is the proposed Minimum Shares of 25% of the Cohesion Fund for the European Social Fund (ESF) and the ring fencing of at least 20% of the ESF for the fight against poverty and social exclusion, as proposed by the European Commission”

NGOs involved in the EU Money for Poverty Reduction NOW! Campaign will send a joint letter to the General Affairs Council meeting on 20th November, at which Member States should state their position on the European Commission’s proposal and, consequently, fix the future of the ESF and its potential to deliver on the poverty reduction target. The letter will be accompanied by the Campaign’s petition asking Member States to support the Commission’s proposal.
