Since fall 2005, all PIP RIOs must attend a four-day physical security course offered by the RCMP, as well as the annual five-day PIP conference. A course on giving oral presentations is now also obligatory.[ 18 ] Most RIOs interviewed indicated that this training program is adequate, providing them with the knowledge they need to deliver the PIP program as it is currently designed. There is limited evidence available to corroborate the officers' perceptions of the training, but the partner survey results do indicate that 83% of PIP participants are "very satisfied" or "somewhat satisfied" with the level of knowledge of the CBSA officers assigned to work with them, with only 3% "somewhat dissatisfied" or "very dissatisfied."[ 19 ]

Funding has not yet been provided for CBSA's participation in the INSET program, but is under consideration. In the interim, there has been agreement with the Royal Canadian Mounted Police (RCMP) on part-time/interim participation in the INSETs. Once a determination on funding has been made, a more formal agreement with INSET management will be developed on the role and participation of the CBSA in this activity.

The CBSA concurs with this recommendation. The CBSA will explore measures to ensure that the system used in the ECs can query the entire FOSS database for previous immigration violations, as it does for customs hits in ICES. Currently, ICES and FOSS only query a small portion of the FOSS database. Recently, a manual process was implemented that enables immigration officers to search the full FOSS database for all enforcement actions. The fingerprinting of applicants complements database screening. Both the FBI and the RCMP vet the fingerprints of FAST commercial driver applicants while NEXUS applicant fingerprints are only vetted by the FBI.

The audit could not perform a similar review in the other Queen's warehouses because descriptions were vague ("1 ctn meds") or because officials at the warehouses did not provide the requested inventory report. Drugs (seized and detained) regulated under schedules 1-5 of the CDSA must be turned over to the RCMP because only the RCMP is authorized by Health Canada to destroy these substances. The audit noted that employees working in Queen's warehouses could not recognize drugs regulated under schedules 1-5 of the CDSA and did not know they should not destroy these drugs.

Meanwhile, although the drivers can already be enrolled in FAST, should there be a disqualifying hit against the RCMP's database, the driver's card would be revoked, and if the applicant is not yet enrolled, the applicant would have to reapply.

The information on this form is required for the purpose of providing a security screening assessment. It is collected under the authority of subsection 7(1) of the Financial Administration Act and the Policy on Government Security (PGS) of the Government of Canada, and is protected by the provisions of the Privacy Act in institutions that are covered by the Privacy Act. Its collection is mandatory. A refusal to provide information will lead to a review of whether the person is eligible to hold the position or perform the contract that is associated with this Personnel Screening Request. Depending on the level of security screening required, the information collected by the government institution may be disclosed to the Royal Canadian Mounted Police (RCMP) and the Canadian Security Intelligence Service (CSIS), which conduct the requisite checks and/or investigation in accordance with the GSP and to entities outside the federal government (e.g. credit bureaus). It is used to support decisions on individuals working or applying to work through appointment, assignment or contract, transfers or promotions. It may also be used in the context of updating, or reviewing for cause, the reliability status, security clearance or site access, all of which may lead to a re-assessment of the applicable type of security screening. Information collected by the government institution, and information gathered from the requisite checks and/or investigation, may be used to support decisions, which may lead to discipline and/or termination of employment or contractual agreements. The personal information collected is described in Standard PIB PSU 917 (Personnel Security Screening) which is used by all government agencies, except the Department of National Defence PIB DND/PPE 834 (Personnel Security Investigation File), RCMP PIB CMP PPU 065 (Security/Reliability Screening Records), CSIS PIB SIS PPE 815 (Employee Security), and PWGSC PIB PWGSC PPU 015 (Personnel Clearance and Reliability Records) used for Canadian Industry Personnel. Preliminary observations indicate that the individual INSETS have had success in disrupting terrorist activities, but the evaluation could not confirm the Teams' effectiveness independently. Agency and INSET management are satisfied with Customs' participation in the INSETS during periods of imminent security threats. There is a misunderstanding, however, concerning Customs' role in on-going investigations. INSET management want Agency officers to be active team members on investigations, while the Agency prefers that assigned officers function largely as liaison officers to the INSETS.
