Europe has strong historic ties with the Caribbean and Latin American region. The EU and Cuba converge in their interest in preserving and contributing to the strengthening of this partnership which is also to be seen in the context of the wider EU-LAC (Latin America and Caribbean) strategic partnership forged between the EU, Caribbean and Latin American States at their first joint Summit in Rio de Janeiro in 1999. Cuba is part of the Africa, Caribbean and the Pacific (ACP) group of countries since 2000, although not a signatory of the Cotonou Agreement between the EU and most members of this group. Since October 2001, Cuba has been a member of CARIFORUM (Caribbean Forum of States) and has signed a "partial scope" free trade zone agreement with CARICOM (Caribbean Community). Cuba is the only country in Latin America and the Caribbean which does not have a contractual agreement with the EU. The EU relations with Cuba are based on the Common Position adopted in 1996.
