Prof. Dr. Yetkiner reported that the loans used by private sector has reached up to 1.18 trillion Turkish Lira as of June 2015, and the problems experienced in cash flows would cause serious problems for deposit banks. He said that the real risk was the domestic loans provided by deposit banks, and that the financial system and the economy would experience serious problems in the event of these loans not being repaid or repaid late. Yetkiner indicated that consumer loans reached up to 285.2 billion TL as of June 2015, and 126 billion TL of that included “housing”, and 154 billion TL included “consumer and other loans”. İzmir Ekonomi Üniversitesi Ekonomi Bölümü Öğretim Üyesi Prof. Dr. Hakan Yetkiner, Türkiye’de konut alım davranışlarının Ocak 2013’ten bu yana istikrarlı bir seyir izlediğini belirterek, “Sadece ipotekli satışlar, faizlerin belirleyici rolü nedeniyle, daha bariz dalgalanma göstermiştir. Ekonomik ve siyasi dalgalanmaların faiz oranları ve beklentiler üzerinde yarattığı negatif etki ipotekli konut satışlarını daha güçlü etkilemiştir. Türkiye’de hanehalklarının konut talebi temelde reel ihtiyaçlar tarafından belirleniyor. Ekonomik ve siyasi dalgalanmalar süresince konut talepleri makul seviyelerde azalıyor” dedi.

Prof. Dr. Hakan Yetkiner, Lecturer at IUE Department of Economics, stated that home buyer behavior in Turkey since January 2013 followed a steady course. “Only mortgaged house sales followed an obvious fluctuating course due to the determining role of the interest rates. The negative impact caused by economic and political fluctuations on interest rates and expectations affected mortgaged house sales strongly. Housing demand of households in Turkey is determined by real needs in principle. Housing demands decrease at reasonable levels during economic and political fluctuations,” said Yetkiner.

“TÜİK Türkiye konut satış istatistikleri Ocak 2013-Mayıs 2016 arasında incelendiğinde, aylık satış rakamlarının Ocak 2013-Temmuz 2014 döneminde çoğunlukla 80 bin – 100 bin ve sonrasında çoğunlukla 100 bin-120 bin aralığında salındığı görülmektedir. Dolayısıyla aylık konut satışlarının Ocak 2013 yılından beri istikrarlı şekilde bir bant içinde salındığı tespitini yapmak yanlış olmaz. Aynı tespit yeni konut-ikinci el konut, ipotekli satış-diğer satış türleri için de geçerlidir. Türkiye’de gerçekleşen toplam ipotekli satışların ekonomik ve siyasi gelişmelerden etkilenerek daha geniş bir aralıkta salındığı görülmektedir. Therefore, it would be safe to assume that monthly home sales experienced a steady swing since January 2013. Same assumption is also good for new houses, second hand houses, mortgage sales, and other types of sales. The decrease in mortgage sales which started in July 2013, hit rock bottom in January 2014 and peaked in September 2014, but started to decrease again in March-April 2015.”

Based on the data by Turkish Statistical Institute (TSI), 22 thousand 830 houses were sold to foreigners in 2015 and more than half of those sales were made to the citizens of Iraq, Saudi Arabia, Kuwait, Russia, and England. Prof. Dr. Yetkiner, who commented about TSI data said, “Turkey sold 12 thousand 181 houses to foreigners in 2013, 18 thousand 959 in 2014, and 22 thousand 830 houses last year. Fortune is the sum of savings of a consumer. And property makes up an important share of the consumer’s fortune. One of the latest trends, in a globalizing world where the gross household income is constantly increasing, is the demand to own a property in different parts of the world.”

“Türkiye, 2016 yılında yabancılara konut satışından elde edeceği gelir 10 milyar dolara çıkarmayı hedeflemektedir. 2015 yılında ciddi bir performans gösteremeyen İzmir’in ne yazık ki 2016 yılında da yabancıya konut satışından ciddi bir pay alacağına dair işaret söz konusu değildir. İzmir’de acilen marka konut inşaat portföyünün artırılması ve bu portföyün konut fuarlarında ciddi bir tanıtımının yapılması gerekir. “Turkey expects to increase the income from selling property to foreign nationals to 10 billion dollars in 2016. There is no indicator that Izmir, which underperformed in selling property to foreigners in 2015, will get a remarkable share in 2016 as well. Izmir needs to increase construction project portfolios in housing brand immediately and get busy with promotion campaigns in housing fairs. Otherwise, Izmir folks will continue to miss out on a very significant income.”

“Increasing rate of bank loans and current deficit status are monitored closely in terms of financial stability. Bank loans especially are subject to scaling as “business” and “personal” loans. Loosening the brake on term restrictions on “personal loans” is on the agenda now. It looks like terms for consumer loans-excluding housing and car loans-, which are limited to 9 months, will be flex. Price stability, of course, will be taken into account, but Turkish economy nowadays needs a little boosting. We believe that flexibility in personal loans is a right move under the given conditions.”

House sales increased by 6.4% in May 2016 compared to the same month of the previous year, and Istanbul had the highest share of house sales with 21 thousand 638 houses sold. The followers of Istanbul were Ankara with 11 thousand 408 house sales and Izmir with 6 thousand 697 house sales. “Bunlar içinde konut, otomobil kredileri, kredi kartları gibi çeşitli kalemler var. Türkiye gibi gelişmekte olan bir ülke için toplam kredilerin yüzde 25’inin tüketicilere gitmesi çok iyi değil. Türkiye tasarruf oranı çok düşük bir ülke. Bu oran yüzde 11 dolayında. Bu da Türkiye ekonomisinin aşağı yukarı yüzde 1,5 ile 2 arasında bir büyüme potansiyeline işaret ediyor. Bu büyüme hane halkı gelirlerinin yüzde 1 civarında artması ve bir ailenin gelirinin iki katına çıkması için 70 yıl geçmesi anlamına geliyor. Çok uzun ve yavaş bir süreç.”

Turkey has very low savings rate, which is about 11%. This indicates a growth potential of 1.5 % to 2 % more or less for Turkey. House sales increased by 6.4% in May 2016 compared to the same month of the previous year, and Istanbul had the highest share of house sales with 21 thousand 638 houses sold. The followers of Istanbul were Ankara with 11 thousand 408 house sales and Izmir with 6 thousand 697 house sales. “Türkiye, 2016 yılında yabancılara konut satışından elde edeceği gelir 10 milyar dolara çıkarmayı hedeflemektedir. 2015 yılında ciddi bir performans gösteremeyen İzmir’in ne yazık ki 2016 yılında da yabancıya konut satışından ciddi bir pay alacağına dair işaret söz konusu değildir. İzmir’de acilen marka konut inşaat portföyünün artırılması ve bu portföyün konut fuarlarında ciddi bir tanıtımının yapılması gerekir. Aksi takdirde, İzmir, hakkı olan çok önemli bir gelirden mahrum kalmaya devam edecektir.”

There is no indicator that Izmir, which underperformed in selling property to foreigners in 2015, will get a remarkable share in 2016 as well.
