Ms. Susan Bruce: Also, I don't know what it is in Ottawa and what it is with some of the agencies around this country, but every time they talk about kids, they don't talk about children with disabilities. An example of that is if you want a national child care benefit, that also has to reflect kids who are ADHD, kids who are CP, kids with autism, and their families.

This record of secrecy is unacceptable for any public institution. EDC should be disclosing enough information so that the public can evaluate whether the minimum standards set out in legislation and/or the policies of the EDC are being met and whether projects are harming the communities in which they operate.

J'ai travaillé moi-même avec des personnes qui souffraient de maladies bipolaires qui se plaisaient bien dans leur manie, et qui étaient déprimées à l'idée de prendre leurs médicaments et de manquer tous ces aspects plaisants de leur maladie.
Dr. Jordan Hanley: Psychology, again, attempts to address that. Taking the medications is one issue, but then, as you mentioned, there are the side effects. I've certainly worked with bipolar individuals who really enjoy their mania, and it's a bit of a downer for them to have to take their medications and miss out on all that. We would approach this from a more therapeutic perspective.

The previous commissioner, Mr. Grace, referred to unjustified secrecy and foot dragging. At the end of that particular section of this report, under the heading of “Lessons Learned”, and just prior to that, there was the suggestion that the minister was going to respond to some of the specific issues that were raised, coming from these cases. The minister agreed to do so. This case involving the Solicitor General's department went back to 1994. Has the minister responded? Has anything changed in that department, to your knowledge?

Je ne cesse de dire et de répéter que nous allions régler ce dossier en toute connaissance de cause parce que les gouvernements précédents ont eu la sale manie d'annoncer des programmes et des régimes d'indemnisation sans penser aux conséquences.
What I say, and have consistently said, is that a resolution to this is going to be knowledge-based, because previous governments have had a terrible habit of announcing programs and compensation plans and what not without thinking it through to its logical conclusion, if you will. Again, I'm not pointing fingers at individual governments. But we don't want the proceeds of a compensation plan to flow to lawyers and get tied up in a lot of legalese and roadblocks, which sometimes occur at all government levels when you get into a plan that has not been well thought out and knowledge-based.

Je reconnais qu'il nous reste du chemin à faire. Les professionnels ont la manie d'utiliser leur propre jargon technique. Nous faisons des efforts pour y arriver et, de manière générale, nous essayons de rédiger des rapports plus courts et plus clairs.
Ms. Sheila Fraser: We have tried in the last year to move in our reports to using plain language. Our staff have had courses in plain language. We have an editorial staff who have also taken courses in it. I recognize that we probably have some way to go. Professionals tend to use their own jargon. We are trying to make an effort to get there, but we are in general trying to write shorter reports, clearer reports. But I do recognize that we tend to get into our own jargon sometimes.

Clause 13 sets out different licensing requirements depending on the items that the employee handles and the items that the business possesses.  Under new section 9(3.2), a business is eligible for a licence authorizing the possession of prohibited weapons, restricted weapons, prohibited devices or prohibited ammunition if every employee who handles these items in the course of duties of employment is eligible to hold a licence under sections 5 and 6 of the Firearms Act.  The items mentioned do not include firearms.  Thus, these employees (who do not deal with firearms) would continue to be screened to determine whether they posed a risk to public safety (they would have to pass the background checks) but they would not be required to take a firearms safety course.
