TGHis database gives access to scientific and technical terms derived from patent documents. More than 90,000 terms and 15,000 concepts in 10 languages, including English and French have all been entered and validated by language experts and terminologists from WIPO who work on international patent applications. The World Intellectual Property Organization (WIPO) published on December 9 2013 a report conforming that, in 2012, global patent filings increased at their strongest rate in nearly two decades as industrial-design registration reached its best-ever rate of growth. Intellectual property right owners thus appear to have recovered from the height of the latest world financial crisis which had resulted in a decrease in the number of filings in 2009. The proposed Bill also aims to harmonize the Copyright Act with other international conventions that have not yet been ratified by Canada including the "WIPO Copyright Treaty" and the "WIPO Performances and Phonograms Treaty".
