Tijdens de vergadering zitten de ministers aan een grote ovalen tafel. Ze hebben er een vaste plaats die onder andere volgens de orde van voorrang wordt aangewezen. Tijdens de bespreking is het de gewoonte dat iedereen zijn taal spreekt.
