All POLs are facing the same challenges in moving from energy R&D to adoption and the departments conducting the research have the expertise and often times some mechanisms in place to support some level of adoption. Increased awareness of specific technologies or processes can also be done through the extensive networks departments have, the internet, the PERD community, etc. OERD could assist the AAFC POL Management in identifying mechanisms to increase the level of awareness of new technologies and processes that reflects that needs and constraints of primary producers and food processors and that increases social acceptance of new processes and technologies. OERD could also assist the AAFC POL Management in its efforts to identify how greater awareness, which will ultimately lead to adoption, may be fostered and what are the steps necessary to move from R&D to the implementation of new technologies and processes on the farm and in food processing plants.

In addition, early outcomes that will be achieved within the timeframe of POL Plan, will be included in the Results Framework. The results of the evaluation highlighted the fact that: 1) the outcomes and impacts identified by this POL will be achieved after its completion; and 2) it is often difficult to attribute the adoption of a process or technology to specific PERD-funded projects. Early outcomes and measures for the POL could include elements such as the awareness, benefits, and acceptance of the new technologies or processes among primary producers, manufacturers, and processors. Early outcomes are those necessary steps to support the adoption of new technologies or processes by the primary and food processing industries. While the Evaluation Report is not clear in establishing differences between POL outputs and outcomes, OERD will work on improving the POL materials and guidelines to facilitate the development of the Results Framework and better define outputs, early outcomes, outcomes, and impacts. The inclusion of early outcomes in the Results Framework will better describe all the linkages between activities and outputs and their expected long-term outcomes.

CANMET Energy Technology Centre - Ottawa (CETC-O) agrees that the expectations (Performance Indicators set for Outcomes and Outputs) for POL 5.2.2 depend upon the existence of a significant physical facility. CETC-O also agrees that the POL does not provide adequately for the capital investment needed to maintain that facility and keep it up-to-date. (It should be noted that the same physical faciltiy also underpins the performance of several other POLs - notably 4.3.4, and 5.2.3, but also 3.1.1 and others.) The recommendation is pertinent, but cannot be addressed without considering the full complexity of the management of CETC-O laboratory facilities. CETC-O is funded through a combination of PERD funding, A-Base funding, fee-for-service revenues, and occasional special purpose departmental support funds. The Advanced Combustion Technologies group has in place a full business plan for the combustion facilities at the Bell's Corners Complex. That plan addresses operating, maintenance and capital requirements. From the perspective of CETC-O, a capital plan exists, but the plan is inadequate through lack of base funding. In general, the capital needs of a facility such as this are significantly larger than the scale of typical POL budgets. It is not clear that adequate funding is available within current PERD funds.

The new POL will increase its focus on energy-efficient and sustainable practices in the primary production sector and the food processing sector. Part of the work from the former POL 4.2.1 will be moved to the new combined POL on Bio-based Energy Systems and Technologies (BEST) regarding the development of bio-based products that use renewable energy sources. Funding for the POL has been nominally approved for the next four years. For the first year of the four year POL Plan, the funding level will remain the same as was for the former POL. As of April 1st, 2004 the funds allocated for the activity on bio-products will be redirected to the BEST POL. The POL Management at Agriculture and Agri-Food Canada (AAFC) and OERD will work together to evaluate the scope of the research projects and identify realistic outputs and outcomes for the new POL and the research that will be transferred to the BEST POL in April 2004. In the event that the budget for the POL is reduced (because of taxes), PERD Panel members will be advised so that the ADM can it turn advise the AAFC POL Management prior to the finalization of the POL Plan. In such event, the identified outputs and outcomes may need to be modified accordingly. The AAFC POL Management will be able to prioritize research projects according to the primary producers and food processors industries interests, needs and relevance and decide how the cuts will apply to individual research projects. The AAFC POL Management is the best positioned to evaluate interests, needs and relevance of individual research projects and determine if the cuts should be applied equally across all projects or if some projects should be reduced more or even cut.

The objective of POL 4.2.2 is to increase energy efficiency and reduce fossil fuel consumption in fish harvesting operations. The Program has a three year timeframe, 2000 to 2003, and has just under $1.2 million in PERD funding. It is anticipated that, over the three year period, the program will receive an additional $3 million from a variety of sources, including DFO ($520,000), other federal government ($637,500), provinces ($382,500) and industry ($1,475,000).

The combined losses of PERD's Enhancement of Greenhouse Gas Sinks, CCAF, AP2000, and BIOCAP/Fluxnet and the loss of coordinating mechanisms such as the forestry node of C-CIARN represent a considerable reduction in the CFS-CC Program's capacity.

To date, over its three-year life span, the Program has funded 30 projects in three areas: biofuel supply, energy conversion and energy utilization. Two-thirds of the projects have supported the development and use of bioenergy technology (e.g. biomass feedstocks, handling and use; biomass combustion systems and related technologies). Almost all projects have involved industry participation either forest sector companies (primarily pulp mills) or small and medium size (SMEs) technology suppliers. Industry interest is reflected in part by its financial commitment to POL projects; to-date industry has contributed over $9.3 million to POL projects. Other federal programs have contributed over $1.5 million. The total Program leverage is estimated at 1:3.6 ($PERD:$other).

Other suggestions would be to implement a formalized terms of reference for the project selection committee, increase involvement from other departments in the project selection process, and perhaps include an advisory role for an industry association. This would ensure a well-rounded selection committee with clear operating procedures, as well as the added benefits of incorporating industry needs into the selection of projects. Finally, increased feedback throughout the NRCan hierarchy, including a formal manager/researcher succession plan, would provide clarity behind decisions, ensure knowledge sustainability over time, and facilitate improved performance monitoring.
