The Regional Operations Centre in Dartmouth, Nova Scotia, initiates and coordinates responses to non-SAR related marine and fisheries incidents and alerts response agencies of all maritime incidents occurring in the region and associated waters.

The fourth and present period is marked by an additional risk which hardly existed in any of the previous phases, the presence of large numbers of pleasure boats, sometimes in places which had previously been almost bereft of vessels. It is in this last decade that the shore-based lifeboat service is once again fulfilling a necessary function and that offshore search and rescue, more than ever a necessary aid to the fishing industry, is being reinforced by the construction of ocean going rescue cutters able to maintain the sea in all weathers.

Flag States store data on their own vessels in a dedicated or regional data centre, providing specific vessel data to other Flag States upon request when the vessel either enters that county’s coastal waters or gives notice that it is intending to enter one of its ports. Data obtained by Canada’s LRIT Data Centre can be relayed to a Marine Security Operations Centre and, combined with other sensor data, improve maritime domain awareness.

Over 15 million tons of chemicals and petroleum products have been handled in ports of the Québec Region in 2005. Some 150 to 200 marine incidents threatening the environment are reported each year. Since 70% of the Québec population is living on the shores of the St. Lawrence, which provides drinking water to nearly 50% of them, public health, the environment and socio-economic activities may be affected should an oil spill occur. This is why the region engages and trains stakeholders in case of marine pollution.

If the ship can be made sufficiently seaworthy to proceed, an assessment will have to be made of the demands that will be placed on the ship by breaking ice during the remainder of the voyage, as opposed to any risks in waiting for escort. The damaged area should be protected from further impacts by trimming the vessel, although this will have an effect on its ability to break ice. In ice-strengthened ships, ballasting to minimize flooding can expose the hull above or below the ice belt. Care should be taken that the change in trim does not expose the rudder and propeller(s) to the ice, but, if it is unavoidable, that any subsequent decision is made with the knowledge of this exposure.

A complement to the near-shore radio-based Automatic Identification System (AIS), LRIT is a secure point-to-point system which collects, stores and routes data from vessels wherever they are on the high seas. Unlike AIS, LRIT signals are encrypted, ensuring they cannot be read by unwanted eavesdroppers. SOLAS Class A vessels must automatically transmit their identity, position, and date and time of transmission four times a day, or, if required, as often as every 15 minutes. Flag States store data on their own vessels in a dedicated or regional data centre, providing specific vessel data to other Flag States upon request when the vessel either enters that county’s coastal waters or gives notice that it is intending to enter one of its ports. Data obtained by Canada’s LRIT Data Centre is relayed to a MSOC and combined with other sensor data to improve maritime domain awareness.
