Note that each province and territory had its own activities (industry sectors) that are not necessarily found in other provinces. By July 26, 2011, the five participating youth centres had engaged a total of 304 youth (162 female and 142 male). Participating youth were able to overcome barriers and risks leading to homelessness, including: improving their school attendance; securing employment or increasing their participation in volunteer work; improve their health care awareness and wellness planning, through things such as acquiring a health card; and maintain housing arrangements or improve upon them. In cases where youth improved their housing situation, youth who had been homeless (i.e., couch surfing with friends) had moved into relatively stable living situations with a relative. No youth experienced deterioration in their living situation. Every centre reported a decrease in youth offending. It is important to point out that the short timeframe for the MAP pilot project limited youth in completing items on the MAP checklist. Youth indicated that if they had had more time they would have continued their achievement of checklist items. A finalized MAP project with an online monitoring system is ready to be implemented in other communities.

The project provided 153 birth certificates and 46 SINs. Fifty-two participants were interviewed to determine the success of the project. Participants reported that in the majority of situations when applying for work or attempting to secure housing accommodations, identification was not required. Only 12 of the respondents reported being required to produce their SIN cards when applying for work and only one was asked to produce a Birth Certificate. Similarly, when offenders attempted to secure housing accommodations, only one was asked to produce his SIN card while 3 were asked to show their Birth Certificates. However, all 26 of the respondents that reported opening a bank account upon being released required a Birth Certificate and 23 of these also required a SIN card. Despite the relatively low number of identification documents requested by potential landlords and employers, the offenders rated the importance of having such documents as important or very important. Interviewees also indicated that identification documents other than Birth Certificates and SIN cards would have been useful in their reintegration, namely Ontario Works, Library Card, Ontario Disability Support and Driver’s License.

Thirty Aboriginal women, youth and their children were provided with stable housing during the 2008-2009 fiscal year. Forty percent of residents of the Ojistoh House moved into their own home, 20% moved to other locations (i.e. youth hostel, change in parental custody), 17% continued to reside at the House, 1% moved in with family, and 1% moved back with her partner. Participants reported that they enjoyed the nutritional program as it created a sense of being at home and it helped in their overall healing journey. Cooking skills training gave women an alternative to the intense work that is involved in life skills training and the healing journey. Combining cooking skills with life skills was a success in creating an improved learning environment.

Overall, minimal HR challenges were identified for departmental policy researchers. The Economics and Social Science Services (EC) Development Program was the main mechanism used to recruit employees and to develop research competencies. However, branch HR plans did not specifically address researcher needs. Figure 1 shows the branch estimates for FTE resources that were involved in research in 2008-09. Some branches reported a small number or fraction of FTEs with research responsibilities, while SPRB accounted for 68% of the total FTEs. The HRSDC research community was estimated to be 176 FTEs. Many FTEs involved in policy research also work in policy analysis, which contributes to the complexity of accurately identifying the number of FTEs

The effective use of policy research is dependant on the Department's ability to create, capture and organize research findings. The audit confirmed that the Department was without a single point of access to the current and past research inventory and an index of research projects did not exist, which prevented research from being easily used by policy analysts. We requested branches to provide a report of their research inventory for the period April 1, 2006 to March 31, 2009. The reported inventory of research consisted of 605 projects for the four branches involved in the audit. As identified in the previous finding, the research inventory compiled by the branches was incomplete and HRSDC had no way of confirming what comprised the research holdings. In addition, many policy research papers that were prepared prior to decentralization in 2003 could not be found as an archive was not maintained.

The level of detail and procedural requirements were different. For example, in two areas visited, employees did not have at their disposal a government cellular or satellite phone for use in case of emergencies while delivering outreach services or while traveling to remote communities. Furthermore, not all vehicles were equipped with the proper safety equipment (e.g. first aid/emergency kit).

I gave the driver a signal not to move. I ran to get into the back of the truck, on the platform. I heard Pierre tell me to bring it down because he could not. While operating the hydraulic boom, I told Richard that Pierre had just been electrocuted and that he should make the calls. I kept talking to Pierre while I was bringing the bucket down. I brought the bucket right down so that we could get Pierre out. Serge was waiting at the bottom. When the bucket reached the ground, Serge released Pierre and I told Serge to hold him because I could see his legs buckling. Serge held him up and got him inside the flagman's truck. Pierre was talking; he was still conscious and was asking what had happened. We made him sit down for about five minutes, then he got up and started walking around. I asked Serge to stay with him all the time because I was worried about his heart. I went to tell the flagmen to secure the site. Pierre walked back to me to show me his hands. He asked me to get his belongings and keep them in one place.
