Oui, parce que les autres sont protégées par des lois provinciales. Je vous ai donné un exemple. Aciers Atlas de Sorel n'est pas protégé. Les deux compagnies Atlas, celle de l'Ontario et celle du Québec, ont fait faillite en même temps.

Yes, because the others are protected under provincial legislation. I gave you an example. Atlas Stainless Steels in Sorel is not protected. The two Atlas companies—the one in Ontario and the one in Quebec—declared bankruptcy at the same time. The one in Ontario made no claim because it was protected by a provincial statute.

We should also look at the people who are providing the raw materials to those reserves. GRE made that comment. They said you have to take a look at the people who are providing it. They're as guilty as those who manufacture on the reserves. We shut down the manufacturing in Quebec--I think it was near Repentigny or Sorel. Why can't we address this issue by shutting down the people who are providing these products? We would be addressing it outside the reserve.

On y voit l'emplacement des 383 navires qui ont été coulés dans le Golfe du Saint-Laurent entre 1940 et 1945. Cela nous rappelle qu'à l'époque, le Canada envoyait les navires de sa marine marchande depuis Montréal, Sorel et d'autres ports de cette région.

It shows the location of 383 ships that were sunk in the Gulf of St. Lawrence between 1940 and 1945. It really tells another story, that at the time Canada was sending its merchant navy largely out of areas such as Montreal, Sorel, or what have you. Because the Germans had such an effective blockade in the Gulf of St. Lawrence, which of course brought the war very close to home, they began convoying out of Saint John in the Bay of Fundy or the Bedford Basin in Halifax.

I would like now to briefly explain what happened at the Jeffrey Mine. A bankruptcy occurred in 2002. On average, people lost 40% of their pension. Approximately 1,200 workers were affected by this. In fact, under their pension plan, people lost some $55 million. Atlas Stainless Steels, located in Sorel, went bankrupt in 2003. Workers there lost between 28% and 58%—almost 60%—of their pension funds. Approximately 250 workers are affected. On average, they lost $6,000 each. As you see, there is quite a gap: some lost almost 30%, while others lost 58%.
