Pickering, Jonathan et al. (DIE): The global climate finance system – is the whole stronger than the sum of its parts?

Secondly, the amount of financial assets hidden in tax havens and the annual flows of capital from developing and emerging countries have increased further since the global financial crisis of 2009. This contradicts the impression given that measures introduced under the aegis of the OECD, the EU and the G20, for example to improve the exchange of information between tax authorities, had already resulted in effective curtailment of the problem. Whether and when the new measures will actually take effect remains open at this time.

The German government made its first cardinal error in the energy policy field in May 2010, when Finance Minister Schäuble cancelled the € 115 million Market Incentive Programme (MAP) for short-term cost-cutting reasons. It should be pointed out that, as the MAP generated eight to ten times that amount in private investment for measures to encourage the use of RES in the heating market, it virtually finances itself from tax revenues. By the time the funds were released by the Bundestag’s Budget Committee, the renewable heating market had almost completely collapsed and was subsequently very slow to recover.

On the whole, the facts show that, provided the overall conditions are right, budget support can serve as an effective financing instrument while at the same time increasing ownership by partner countries, just as the draft coalition agreement states. This stands in stark contrast to the picture painted time and again in public debates over the last few years. As such, it may well be helpful to take a closer look at the evidence on existing and maligned approaches instead of announcing a new paradigm for development policy every time there is a change of government. This is not to say that there is no need for reform in German and European development policy or that global challenges do not call for new ideas and approaches and political courage. One certainly would have wished to see more of the latter in the coalition agreement. Nonetheless, a grand coalition does offer opportunities as well – for a more pragmatic and evidence-based development policy.

close to 90 % of some 60,000 respondents, hailing from a total of 49 countries, consider global warming as a serious or very serious problem, including a majority of respondents in both the United States and China! Likewise, a revival of public policy debates on the “Limits to Growth” and the adequacy of Gross Domestic Product as the appropriate indicator of social welfare highlight a global shift in values and beliefs that revolves around the issue of sustainability. Contrary to the 1970s and 1980s these debates are no longer a niche of green visionaries, but have spread to the highest political levels and across mainstream political ideologies and party affiliations.
