According to the executive director of the International Center "La Strada", Ana Revenco, the Moldova system is built in a way to answer the system’s needs, and not the needs of the child; and the specialists are focused on registers and statistics rather than the real problems of the children. "The state keeps failing. The specialists ignore the situations of risk the children are in, as well as their needs. Children need to be listened, heard and helped at their first request; get affection and be protected. The specialists’ inteview is frequently limited to filling in a form about the family financial situation, but nobody asks the question about what the child really wants", mentioned Ana Revenco.

With regard to child protection, the Ministry of Labour, Social Protection and Family has set as a priority to develop a National Model of Practices to enhance measures to ensure the welfare of children. In this way, professionals who have expertise in child protection will work under a consolidated system. At the same time, the ministry aims to provide special protection to children at risk and children separated from their parents. In this respect, the first step is the Government's approval of the Action Plan for the Implementation of the "Child Protection Strategy 2014-2020". In the first half of this year, the national information campaign "Moldova - astrong family" will be launched. The campaign will involve representatives of civil society, community leaders who support families with children to mobilize joint efforts of different actors al local level.

A challenge mentioned by most conference participants was changing the attitudes of professionals toward the great importance of being active members of multidisciplinary teams, referring risk situations and promptly taking action in solving the identified cases. There is certainly a need for a common, constant and consistent intervention from the responsible authorities and non-governmental sector in terms of continuous training. The experts from the Netherlands and the UK underlined that the work of multidisciplinary teams improves over time and there should be constant guidance and activities that build group cohesion. These finally lead to professionals developing a feeling of prestige to be a member of such a team, therefore changing their attitudes and quality of work.”

So far, 5189 parents, legal representatives and pedagogues were informed on child rights when in contact with the law, who are the representatives with whom they might interact and what their responsibilities in relation to child protection are. Also, parents/caregivers/teachers were recommended to be more vigilant, especially when children are left without supervision, and reminded them about their obligations to children.

In recent years an estimated 2.7 million people have fled their homes to escape conflict with pro-Russian separatists. Traffickers prey on them, with police intercepting dozens of displaced people in the hands of traffickers en route to Germany, Russia, Belarus, Poland and Israel. According to the estimations, more than 160,000 people have been trafficked from Ukraine since independence in 1991. In the study, there were also interviewed professionals that are in contact with the family and children: doctors, teachers, social workers, priests and other leaders of the community. According to them, parents resort to violence as a result of lack of information, lack of time, low level of education. It is interesting that professionals tend to underestimate the extent of violence, saying that the number of violent families in their communities is low: 1-2% of the families. This indicates a limited understanding of violence and its negative impact on children, both from parents and specialists.

Firstly, interpreters are of high importance when working with migrant Roma families. Due to issues of discrimination and lack of access to education, concepts and vocabulary may be difficult to understand for Roma families. This makes it essential that concepts and the roles of professionals are properly explained to ensure full comprehension. Additionally, there are various barriers to accessing health services, often due to a lack of official documents or lack of understanding of the way in which the health service system works in the UK. When Roma are discussed or researched in the field of health, they are often grouped together with travellers and gypsies, which ignores the differences in the language, culture and duration of stay in the UK between these ethnic groups. Finally, mentoring programmes that are offered by social care professionals (such as parenting mentoring) are often misunderstood and it is important that the content of these programmes are properly explained beforehand to avoid such misunderstandings. Also, it is necessary to keep in mind that due to a high prevalence of negative experiences with social care professionals in the families’ country of origin, Roma families are often distrustful or sceptical of the social care professionals in the UK, fearing that their children may be taken into care. It is pinpointed that the criteria used for assessing the situation of children in families does “not take into account the cultural difference of Roma families”.

Bureaucracy became a barrier. Meeting the requirements of the local Disability Commission was disempowering to mothers. Mothers discussed how those on the commission lacked professionalism when communicating with them. These requirements became a “paper-filing exercise” that overlooked the actual needs of the child and family. Professionals were not able to fully understand the challenges of caring for a child with a disability since they were removed from it and avoided direct contact with the child. Transportation was also an issue. Having to travel to another city to meet specialists or to go to the Commission meeting was difficult for some of the children. Certain requirements were also impractical. For example, a mother explained that she had requested her son be exempt from the meeting with the Commission because she knew it would cause him anxiety but her request was denied. Furthermore, when receiving a disability certificate, monetary aid is given but in terms of counseling support (for both the child and parent), only recommendations are provided. Many mothers expressed that this was disempowering because they knew the counseling services would be useful but they did not have the means to obtain them.
