Glasovoditel was based on the Dutch pre-election test StemWijzer prepared by the Institute for Public Politics (IPP: Instituut voor Publiek en Politiek), which managed to attract over two million citizens during the parliamentary elections in Holland in 2002 and 2003. During the German federal elections in September 2002, over 3.6 million voters made use of the Wahl-O-Mat system, based on the same model.

From the Netherlands to Turkey and from Poland to Greece, political leaders are winning the popular vote on 'patriotic' and/or xenophobic platforms. The ongoing crisis of the EU following the rejection of the Lisbon treaty by Irish voters is a direct expression of a deep-seated tendency towards a self-assertion of 'national identities' and 'national histories' in large parts of Europe. Media are the main platform to promote these sentiments and policies.

In connection with the parliamentary elections in June 2005, the Centre for Liberal Strategies, with the assistance of the Dutch Institute for Society and Politics, prepared a Bulgarian variant of the pre-election electoral test of the political preferences of the voters, which compares their positions on key issues with those of the main parties. The goal of the project, called Glasovoditel was to underline the importance of political parties having concrete positions on different aspects of government, to rationalize voting and hopefully to raise voter turnout.

The first is an on-line voting test - Glasovoditel for 2009 EP elections. Modelled after IPP's StemWijzer and the EP's 2005 VoteMatch, the Glasovoditel online voting test presents the participants with a set of positions on specific policy proposals, with which they can agree or disagree. The outcome is a match between the participant's preferences over policy options, and the respective positions of the parties in the election. The test will encourage the citizens to learn more about the specific competences and the scope of activities of the EP and provoke a rational understanding of issues and options facing the EU public in the process of selection of MEPs.
