This is the third edition of the forum that is organized with the goal of gathering the best practices that have been developed under projects of representatives of the public sector in the EU member-states all in one place. The organizer of the contest is the European Institute of Public Administration (EIPA). The winners of the prestigious award for 2011 will be nominated at an official ceremony that will be held on the 17th of November 2011 in Maastricht, the Nederland.

The head of OPAC Monika Dimitrova-Beecher hold a Master of Law and a Master of International Relations from the Department of Law of Sofia University "St. Kliment Ohridski". She has completed specializations and courses at the University of Cambridge on "European Union Law and English Law", at the King's College University – UK, at the Academy of International Law in the Hague – the Netherlands, and others. Since January 2011 she was appointed Director of the "Operational Programme Administrative Capacity" (OPAC) Directorate in the Ministry of Finance.

The competition starts on the 17th of January, 2011, when its official opening ceremony will be held in Brussels (Belgium). The deadline for the applications for participations is 25th of March, 2011. This is the third edition of the forum which is held annually with the purpose to gather at one place the best practices that have been developed under projects of representatives of the public sector in the EU member-states. The organizer of the competition is the European Institute for Public Administration. The event is held with the support of the European Commission and 10 EU member-states (Austria, Cyprus, Germany, Hungary, Italy, Luxemburg, the Nederland, Poland, Spain, and Switzerland).

Към нейното становище се присъедини и Филип Буш, началник на отдел „България, Унгария и Холандия” в ГД „Заетост, социални въпроси и равни възможности” на Европейската комисия. Той коментира, че с тези финансови показатели можем да считаме, че към средата на програмния период 2007 – 2013 г. имаме успешно изпълнение на програмата.

Agreement with her position was expressed by Philip Bush, Head of Department Bulgaria, Hungary, and the Netherlands in DG Employment, Social Affairs and Equal Opportunities of the European Commission. He commented that by having these financial indicators, we may consider the fulfillment of the program by the middle of the programme period 2007-2013 as being a successful one. Mr. Bush has also expressed some recommendations to the Managing Authority (MA) of OPAC, related to the balanced distribution of the calls for proposals until the end of the period, the acceleration of the process of providing an intermediate assessment of the programme, as well as to the increasing of the requirements toward the quality of the projects.

The Head of OPAC Monika Dimitrova-Beecher has an MA in Law and International Relations at the Faculty of Law in Sofia University St. Kliment Ohridski. She has specialized in law and public procurement at the University of Cambridge and Dublin City University in the UK, the Hague Academy of International Law, Netherlands, and others. She has more than 10 years of professional standing in the public administration; she started as junior expert and has worked her way up through all position levels. She was in the negotiating team of the Schengen Instrument and thepre-accession EU instruments as legal adviser at the Ministry of Finance. Since January 2011 she was appointed Director of Operational Programme "Administrative Capacity" (OPAC) in the Ministry of Finance.

Една от целите на семинара беше представянето на няколко добри практики от други държави членки, а именно: Селскостопански електронни услуги за фермери и бизнеса и Карта за електронна идентичност на гражданите и електронен подпис чрез мобилен телефон, въведени от Австрия; Електронен обмен на информация между администрациите от Испания; въвеждането на Едно гише/единна точка за електронни услуги за бизнеса в сферата на хотелиерството и ресторантьорството и създаването на Електронна идентичност, автентичност и оторизация за бизнеса и властите, въведени в Холандия.

In addition to projects for development of administrative services, Monika Dimitrova presented also the activities within the framework of the transnational project, that was organized by OPAC, with the participation of Poland, Romania, Lithuania, the Czech Republic, and Greece – “Facing the Challenge - How to Effectively Support Public Administration Reform through ESF Funds”. One of the goals of this seminar was to present good practices from other member-states, namely: agricultural electronic services for farmers and businesses and Electronic Identity Card for citizens and electronic signature through via telephone, implemented by Austria; electronic information exchange between the administrations from Spain; implementation of single-point-of-contact electronic service for the businesses in the of hotel and restaurant sector, and creation of electronic identity, authenticity, and authorization for the businesses and the authorities, implemented in the Netherlands.
