« Dans la région paneuropéenne, nos eaux sont menacées par l’industrialisation, l’intensification de l’agriculture, l’urbanisation et la demande accrue en eau utilisée à des fins récréatives, ainsi que par les effets négatifs anticipés du changement climatique. Or, les solutions à ces problèmes dépassent le cadre des secteurs de la santé et de l’eau. Elles résident dans la formulation et la mise en œuvre de politiques, l’efficacité des institutions, la concrétisation de la volonté politique, l’allocation de ressources aux niveaux national et international, et la capacité des pays. Le Protocole constitue un outil puissant qui guide les États vers une gouvernance moderne et compétente », déclare Ján Kubiš, secrétaire exécutif de la Commission économique pour l’Europe des Nations Unies (CEE-ONU).

The Protocol recognizes that access to safe water can only be achieved if water resources are adequately protected and wisely managed. “In the pan-European region, industrialization, intensification of agriculture, urbanization and increased demands on recreational waters, as well as the anticipated negative effects of climate change, threaten our waters. The solutions to these problems lie beyond the water and health sectors. They lie in the formulation and implementation of policies, the effectiveness of institutions, the translation of political will into action, the allocation of resources at the national and international levels, and the capacity of countries. The Protocol is a powerful tool to guide countries towards modern and effective governance,” says Mr Ján Kubiš, Executive Secretary of the United Nations Economic Commission for Europe (UNECE).

In dem Protokoll wird anerkannt, dass der Zugang zu sicherem Wasser nur bei ausreichendem Schutz und umsichtiger Bewirtschaftung der Wasservorkommen gewährleistet werden kann. „In der gesamteuropäischen Region sind unsere Gewässer durch Industrialisierung, Intensivie-rung der Landwirtschaft, Verstädterung und eine wachsende Inanspruchnahme von Gewässern für Freizeitaktivitäten, aber auch aufgrund der prognostizierten negativen Folgen des Klimawandels bedroht. Die Lösungen für diese Probleme liegen außerhalb von Wasserwirt-schaft und Gesundheitswesen. Sie liegen vielmehr in der Formulierung und Umsetzung von Handlungskonzepten, der Effektivität von Institutionen, der Umsetzung des politischen Wil-lens in Maßnahmen, der Zuteilung von Mitteln auf nationaler und internationaler Ebene und den Kapazitäten der einzelnen Länder. Das Protokoll ist ein hochgradig wirksames Instru-ment, das die Länder zu einer modernen und wirksamen Regierungsführung veranlassen soll“, erklärt Ján Kubiš, Exekutivsekretär der Wirtschaftskommission der Vereinten Nationen für Europa (UNECE).
