HIDA JOURNAL14Since FY2008, HIDA has offered a six-month long Japanese language course to the candidates arrived in Japan from Indonesia and the Philippines on the Training Program under Economic Partnership Agreement (EPA) for Nurse and Certied Care Worker Candidates. In FY2016, HIDA offered the course at four locations in Japan, as presented in the table below, between June and December.

HIDA JOURNAL14HIDAでは、経済連携協定（EPA: Economic Partnership Agreement）に基づきインドネシア及びフィリピンから来日する看護師・介護福祉士候補者に対し、来日後6か月間の日本語等研修を2008年度より継続的に実施しています。2016年度は下の表にあるように4か所に分かれて、6月から12月にかけて候補者を受け入れ、研修を実施しました。候補者にとって想像を超える苦労のひとつが、日本の「冬の寒さ」をどう乗り越えるかです。今シーズンも昨年10月半ばごろから急に朝夕冷え込むようになり、冬支度に戸惑う候補者もたくさんいました。そうした中、一般財団法人日本インドネシア協会より、東京研修センター、関西研修センターと中部事務所の3か所に分かれて研修しているインドネシア看護師・介護福祉士候補者278名とフィリピン看護師候補者60名のために、200箱以上の冬物衣料を今年も寄贈いただきました。届いた衣料を体育館や講堂、大教室に持ち込んで広げ、候補者たちは服を自身に合わせながら気に入った服を選んでいました。目を輝かせながら楽しそうに服を選ぶ姿は、ほほえましく、候補者の喜びが伝わってきました。さらに、日本インドネシア協会の法人会員である株式会社ロッテホールディングスより携帯カイロ58箱とチョコレート菓子も寄贈していただきました。研修終了後、各地域の施設に移動して就労を開始する候補者にとって、手や身体を温めたくなることは多々あり、この携帯カイロが大活躍していると思います。昨年12月12日にはインドネシア看護師候補者・介護福祉士候補者を代表して、ティチェ・プトリさんとアリフィン・ヌル・ タリ・ワルダナさんが感謝の気持ちを伝えるため日本インドネシア協会の福田康夫会長を訪問し、和やかな雰囲気の中で懇談が行われました。他方、横浜の外部施設にいるフィリピン介護福祉士候補者274名のためには、一般財団法人フィリピン協会から昨年初めて冬物衣料を寄贈していただきました。昨年10月に同財団の桂誠理事長（元駐フィリピン大使）に横浜の施設へお越しいただき、HIDAのEPA事業担当理事の川上哲司、候補者代表18名らが出席し、贈呈式と昼食を交えての懇談会が行われました。候補者は寄贈された衣料を着こなし、早速10月半ばに実施された富士山ツアーに参加していました。その後も3回に分けて衣料が届き、候補者は大喜びでした。日本インドネシア協会ならびにフィリピン協会から、候補者の身体だけではなく、心も温まる素敵な贈り物を届けていただきましたことに、この場を借りて感謝申し上げます。どうもありがとうございました。日本インドネシア協会ならびにフィリピン協会からEPA候補者への冬物衣料寄贈日本インドネシア協会へのお礼。左から桒山HIDA理事長、プトリさん、日本インドネシア協会福田会長、ワルダナさん、金子HIDA顧問、日本インドネシア協会西田元参与。横浜での贈呈式にて。写真中央はフィリピン協会桂理事長。事業研修場所インドネシアフィリピン看護師候補者介護福祉士候補者看護師候補者介護福祉士候補者東京研修センター̶30名̶̶関西研修センター46名42名60名̶中部事務所 (豊田)̶160名̶̶外部施設（横浜）̶̶̶274名合計46名232名60名274名

Unfair labour practice - Application under section 21 of the Public Service Staff Relations Act (PSSRA) alleging a violation of section 52 - Violation of freeze provisions alleged - Burden of proof - bargaining agent alleged that the employer had contravened section 52 of the Public Service Staff Relations Act (PSSRA) when it altered the hours of work of employees at four correctional facilities in the Atlantic region as a result of the fact that it ceased compensating employees for their ½ hour lunch break - the change took place after the bargaining agent had filed notice to bargain - the evidence demonstrated that for at least the last 18 years, employees at these institutions had enjoyed a paid lunch break - the question to be answered was whether the change in the employees' working schedule was a change in a term or condition of employment as contemplated by section 52 of the PSSRA - the Board held that if the employer had the right to change shift schedules before notice to bargain was given, that right remained in force after notice to bargain was given - it held that the applicant had not discharged its onus of proof - the Board also held thatestoppel did not apply in this case, as raising it now violated the principlesespoused by the Federal Court of Appeal in Burchill (infra) and as no detrimental reliance had been shown by the bargaining agent.

Pratique déloyale de travail - Demande fondée sur l'article 21 de la Loi sur les relations de travail dans la fonction publique (LRTFP) alléguant une violation de l'article 52 - violation présumée des dispositions de gel des conditions - Fardeau de la preuve - l'agent négociateur alléguait que l'employeur avait enfreint l'article 52 de la Loi sur les relations de travail dans la fonction publique (LRTFP) lorsqu'il avait modifié la durée du travail des fonctionnaires dans quatre établissements correctionnels de la région de l'Atlantique de sorte que ceux-ci ne soient plus rémunérés pour leur pause-repas d'une demi-heure - le changement s'est produit à la suite de la signification par l'agent négociateur d'un avis de négocier - la preuve démontrait que depuis près de 18 ans, les fonctionnaires de ces établissements avaient droit à une pause-repas payée - la question qui doit être tranchée est celle de savoir si la modification de l'horaire de travail des employés équivalait à une modification d'une condition de travail au sens de l'article 52 de la LRTFP - la Commission a statué que, si l'employeur avait le droit de modifier les horaires de travail avant le dépôt de l'avis de négocier, ce droit existait encore après - elle a statué que le requérant ne s'était pas déchargé de son fardeau de la preuve - la Commission a aussi statué que la préclusion ne s'appliquait pas en l'espèce compte tenu qu'elle irait à l'encontre des principes auxquels a souscrit la Cour d'appel fédérale dans l'affaire Burchill (infra) et qu'il n'y avait pas eu de confiance préjudiciable de la part de l'agent négociateur.

Le 22ème congrès d'AIUTA s'est tenu à Shanghai (Chine). Il a permis d'aborder les questions liées au développement personnel des personnes âgées en se référant à différents modèles de formation continue, comme par exemple celles existant au Royaume-Uni, en Chine, etc. Shanghai est un lieu intéressant dans la mesure où, grâce au soutien du gouvernement municipal, des progrès rapides ont été réalisés dans le domaine de l'éducation des personnes âgées. La ville est l'une des premières à avoir mis en place un système de formation pour les personnes âgées à 4 échelons: de la municipalité, des arrondissements (districts), des agglomérations et des quartiers d'habitation. Il y a également quatre universités pour les personnes âgées au niveau de la municipalité, 65 universités gérées par les arrondissements, par les districts, par de grandes entreprises, ainsi que par les municipalités. Il existe 219 écoles pour les personnes âgées gérées par les agglomérations et les villes et 3'276 branches ou matières enseignées par des comités de quartier.

Eine Besonderheit dabei ist die Funktion der Stimmendelegation, also der flexiblen Weitergabe der eigenen Stimme an andere Nutzer*innen der Plattform – eines der Kernelemente der Liquid Democracy. Wir haben Aula unter Leitung von Marina Weisband von politik-digital e.V. umgesetzt, mit einer Förderung durch die Bundeszentrale für politische Bildung. Das Projekt läuft seit Herbst 2016 in einer Pilotphase an vier Schulen an verschiedenen Standorten in Deutschland.

We plan to elucidate the evolution of gene regulatory networks underlying the adaptive diversification of trophic morphology, and to study the relative importance of modification of gene regulatory processes versus de-novo mutations in coding regions affecting gene regulation with increasing divergence. We address this at four levels: non-coding RNAs, the epigenetic regulation via CpG methylation, gene expression, and divergence in coding regions (protein evolution, gene duplications).

Im vorliegenden Projekt wollen wir prüfen, ob die genetische Architektur der öko-morphologischen Anpassungen der Kiefer- und Schlundzähne bei äquivalenten Arten aus den drei ostafrikanischen Seen den von der Theorie der genetischen Akkommodation vorhergesagten Mustern entspricht. Wir haben hierfür drei unterschiedlich lange diversifizierte Sets von Modellarten mit folgenden Spezialisierungen ausgewählt: Kleintierräuber, Allesfresser, Algenbeißer und Algenraspler. Durch Kombination von vergleichend-anatomischen (Mikro-Computertomographie) und genomischen Ansätzen (Next-Generation Sequenzierung) versuchen wir die regulatorischen Komponenten der involvierten Entwicklungsgene bei alternativen Morphologien zu finden und zu studieren. Wir untersuchen diese regulatorischen Netzwerke auf 4 Ebenen: Nicht-kodierende RNAs, epigenetische Regulation über CpG Methylierung, Genexpression und Gen-Evolution (Proteinevolution, Genduplikation).

Qui séjourne à Bâle au mois de février a deux bonnes raisons d'assister au carnaval. Non seulement parce que celui de Bâle est le plus grand de Suisse, mais il est également le seul carnaval protestant du monde! Le point culminant est atteint, chaque année, avec le „Morgenstraich“ qui se déroule le premier lundi suivant le Mercredi des Cendres. A quatre heures du matin, dans une obscurité totale, les cliques se rassemblent avant d'animer les rues de la cité.

Unfair labour practice - Application under section 21 of the Public Service Staff Relations Act (PSSRA) alleging a violation of section 52 - Violation of freeze provisions alleged - Burden of proof - bargaining agent alleged that the employer had contravened section 52 of the Public Service Staff Relations Act (PSSRA) when it altered the hours of work of employees at four correctional facilities in the Atlantic region as a result of the fact that it ceased compensating employees for their ½ hour lunch break - the change took place after the bargaining agent had filed notice to bargain - the evidence demonstrated that for at least the last 18 years, employees at these institutions had enjoyed a paid lunch break - the question to be answered was whether the change in the employees' working schedule was a change in a term or condition of employment as contemplated by section 52 of the PSSRA - the Board held that if the employer had the right to change shift schedules before notice to bargain was given, that right remained in force after notice to bargain was given - it held that the applicant had not discharged its onus of proof - the Board also held thatestoppel did not apply in this case, as raising it now violated the principlesespoused by the Federal Court of Appeal in Burchill (infra) and as no detrimental reliance had been shown by the bargaining agent.

Pratique déloyale de travail - Demande fondée sur l'article 21 de la Loi sur les relations de travail dans la fonction publique (LRTFP) alléguant une violation de l'article 52 - violation présumée des dispositions de gel des conditions - Fardeau de la preuve - l'agent négociateur alléguait que l'employeur avait enfreint l'article 52 de la Loi sur les relations de travail dans la fonction publique (LRTFP) lorsqu'il avait modifié la durée du travail des fonctionnaires dans quatre établissements correctionnels de la région de l'Atlantique de sorte que ceux-ci ne soient plus rémunérés pour leur pause-repas d'une demi-heure - le changement s'est produit à la suite de la signification par l'agent négociateur d'un avis de négocier - la preuve démontrait que depuis près de 18 ans, les fonctionnaires de ces établissements avaient droit à une pause-repas payée - la question qui doit être tranchée est celle de savoir si la modification de l'horaire de travail des employés équivalait à une modification d'une condition de travail au sens de l'article 52 de la LRTFP - la Commission a statué que, si l'employeur avait le droit de modifier les horaires de travail avant le dépôt de l'avis de négocier, ce droit existait encore après - elle a statué que le requérant ne s'était pas déchargé de son fardeau de la preuve - la Commission a aussi statué que la préclusion ne s'appliquait pas en l'espèce compte tenu qu'elle irait à l'encontre des principes auxquels a souscrit la Cour d'appel fédérale dans l'affaire Burchill (infra) et qu'il n'y avait pas eu de confiance préjudiciable de la part de l'agent négociateur.

Tatsächlich möchte ich mit meinen Hockern Akzente setzen. Der accento war von Anfang an die Idee einer starken Betonung des Designs. Anfangs noch etwas gradliniger gedacht, veränderte sich das Design nach und nach hin zu der jetzigen, gefälligen Form. Da das Gestell eine Ablage für Noten unter dem Sitz bildet, ergab sich der Arbeitstitel u-store. Das u-förmig gebogene Stahlblech ist aus einem Stück gefertigt und hat eine pulverbeschichtete Oberfläche. Sie ähnelt einer Grauguss-Platte, ist zusätzlich aber noch mit silbernen Partikeln veredelt. Die seitlichen Wangen haben je ein Griffloch, das der Kontur des Gestells nachempfunden ist. Das Stahlgestell wird von vier schräg stehenden Füßen aus Eichenholz getragen, die sich zum Ende hin verjüngen. Die Sitzfläche, die das Polster trägt, ist ebenfalls aus Eiche gefertigt und lässt sich in der Höhe verschieben. Dazu sind in die Wangen des Gestells Gassen eingelasert, in denen die Sitzfläche an vier Punkten geführt wird. Über Exzenterhebel aus Edelstahl wird an diesen vier Punkten eine Klemmverbindung erreicht, die den Sitz im gewünschten Höhenraster der Gasse fixiert und sichert. Die Polsterfläche ist mit Design-Filz bezogen und abnehmbar mit vier Gewindeschrauben an der Sitzfläche befestigt. Alle Eichenholz-Teile sind mit Öl eingelassen und geschützt. No.02 accento hat einen soliden Auftritt und besticht doch mit filigranen Details.
