Wat betreft het verhogen van de transparantie heeft ons land al belangrijke stappen gezet om beter aan de internationale standaarden te voldoen. Met de introductie van een nieuwe, meer toegankelijke databank (PRISMA) zullen we op dat gebied nog meer vooruitgang boeken. Meer inschakeling van lokale organisaties doelt eigenlijk op het zo kort mogelijk houden van de (financierings-)afstand tussen donoren en begunstigden. We willen daar liefst zo weinig mogelijk organisaties als tussenschakel. Om dat te realiseren is nog enig denkwerk vereist. We moeten er immers op toezien dat de financiële risico’s beperkt blijven en dat elke ontvangende organisatie zijn uitgaven degelijk kan verantwoorden. Nu al kan België aan “cash distribution” (verdeling van cash geld) doen, maar in de toekomst zal het dat instrument veel meer gebruiken. In principe zal men bij elke toekomstige interventie de vraag moeten stellen: ‘If not cash, why not?’. Als men geen cash gebruikt, zal men dat dus grondig moeten rechtvaardigen. Verder zet België ook al stappen om de kloof tussen humanitaire en ontwikkelingshulp te overbruggen. Zo heeft minister van Ontwikkelingssamenwerking De Croo in 2016 zijn goedkeuring gegeven aan een oproep voor meer rampenparaatheid in de prioritaire zones van de Belgische humanitaire samenwerking: de Sahel, het Gebied van de Grote Meren en de bezette Palestijnse gebieden. In de toekomst zouden uitgebreide risicoanalyses, met inbegrip van risico’s op rampen, deel moeten uitmaken van de basisanalyse van onze samenwerkingsprogramma’s.
