Parliamentarians suggested that a new arrangement be struck between Parliament and the public service.  Some have expressed it in terms of Parliament being responsible for the “what” of governing, and the public service focusing on the “how.”  While this type of dichotomy in the roles of Parliament and the public service may seem appealing in its simplicity, it may prove to be a false solution, in that such a division is likely impossible to maintain in the 21st century.  Where, for instance, is the line between the “what” and the “how” in health care?  In many ways, deciding how a service is delivered to citizens will have a significant impact on the very nature of the service.  Rather than isolating the two sides by drawing a clear line between them, it might be useful to think about how both sides can approach these issues collaboratively.

Are we forgetful, clumsy, or what? Of course growth in Europe has to be restarted and the wild adjustment policies that have been being implemented are suicidal. Who can possibly fire 20.000 teachers in Spain arguing lack of resources and in the same day allocate 29.500 million dollars to avoid Bankia’s bankruptcy, a private bank until then directed by a former International Monetary Fund Director and previous Minister of Economy who had offered the world and his own country prescriptions on how to administer finances and manage development. Is it necessary to outline again the disasters those adjustment policies have generated in Greece, Spain, England, Italy and almost every other European country? What happens in the streets and the well guarded governmental decision centers should finish convincing everyone that Europe needs to rectify its course. Just as it is headed now, the present course leads not to an abyss for all but for its large population majorities; financial speculators will manage to profit from the crisis and emerge from it even wealthier and stronger.

En un mundo en el que Europa se está convirtiendo en una potencia menor –en términos económicos, políticos y de población–, una Unión Europea débil probablemente no serviría a los intereses de los europeos, vivan en Belfast o en Bratislava, en Downpatrick o en Dubrovnik. Una Europa desunida –de 28 o más países separados, dedicado cada uno a su propia agenda– se convertiría en un parque de diversiones para extranjeros en busca de ventajas, y enfrentaría a los países europeos entre sí.
