It is anticipated that the impact on TPD and BGTD workload, as a result of SBD implementation, should be manageable. Upfront effort on the part of reviewers and regulatory project managers in the training of scientific writers and more so the vetting of documents is expected to result in a relatively seamless transition. In an attempt to reduce the overall impact at the time of initial rollout, a phased approach has been proposed (refer to Section 5B). In addition, the use of technical writers to complete the documents has been proposed and has been supported through funding from TAS. Specifically, technical writers shall complete the documents, with reviewers vetting for accuracy and integrity. The scientific writers will ensure the documents are written with a clarity and tone suitable for the intended audience and introduce consistency into the creation, style and wording of the documents. Review staff will be tasked with responding to scientific writer's questions and concerns in a timely manner. Scientific writers would ensure timely completion of the SBDs such that questions can be relayed to review staff while the information is still current in their minds.

During the public national consultation on health protection legislative renewal, it was made clear by interested parties that government actions should be more transparent. The report of the committee of the Science Advisory Board which looked into the issue of the Drug Review Process indicated that new standards of access to information at all stages of the drug review process are necessary to enhance transparency and public confidence. The Health Products and Food Branch instituted a Therapeutic Access Strategy (TAS) in order to establish a coherent plan throughout the Branch to make improvements in areas including transparency. Efforts previously identified to enhance transparency in the drug review process, including the Summary Basis of Decision initiative, were brought under the TAS umbrella to coordinate and fund all inter-related activities appropriately.

MedEffect is one of the deliverables of the Therapeutic Access Strategy (TAS), a five-year strategy to improve the safety, effectiveness and access to therapeutic products available to Canadians. The MedEffect program will be comprised of a website, and a partnership initiative involving, for example, professional health care associations and consumer/patient groups. Partnering with outside associations and groups will help to expand and maintain the community of networks knowledgeable about MedEffect. Through these networks, it is hoped new opportunities will arise to share information more effectively by creating links between MedEffect and the websites or publications of the participating partners.

Linkages with other HPFB directorates have been identified and steps taken to ensure that viewpoints are received and addressed accordingly. Representation on the working group includes membership from TPD, BGTD and MHPD. VDD and NHPD have been contacted with offers to deliver presentations and solicit working group participation should they feel this is necessary. Presentations have been delivered to the TAS Steering Committee and consultations will be developed in conjunction with input from the Office of Consumer Affairs and Public Involvement to ensure adequate and appropriate representation at forthcoming venues.

The Enhanced Review Capacity Initiative, a component of Health Canada's Therapeutic Access Strategy (TAS) and TPD's Business Transformation Strategy, is designed to increase TPD's capacity to deliver quality, timely decisions on pharmaceuticals and medical devices for human use. The initiative will build TPD's internal scientific capacity, increase corporate flexibility to meet performance targets, support long-term human resources planning and training, and provide an enhanced ability to draw on external scientific expertise.
