Soon after settling in new dwelling areas, Armenians became enthralled with the idea of “Greater Armenia from Sea to Sea”. After establishment of the “Dashnaktsutyun” organization in Tiflis in 1890, Armenian nationalists launched mass killings operations against Azerbaijani civilians throughout Caucasus. The massacres of 1905-1907 were particularly gory. In those years thousands of Azerbaijanis were murdered in Zangezur, Karabakh and other areas.

Contrary to the stipulations of the 1949 Geneva Convention, ethnic Armenians have been relocated from abroad to reside among local residents. 2. The reason is clear... It is because today’s leaders of Republic of Armenia were the same persons instigating separatism in Nagorno Karabakh and participants of ruthless crimes against peaceful Azerbaijani civilians. Non-constructive position of these persons, who came to power through the tragedy of hundred thousands of innocent people, have placed in difficult position not only the Azerbaijani refugees, but also the citizens of Armenian Republic. Today Armenia is excluded from all regional projects. The population lives in hunger and extreme poverty. Although Armenian diaspora organizations tried to sell this conflict to the world as a religious confrontation, when looking at the list of countries who support them openly or covertly, or who cooperate with them closely, it is evident that their claim is utter non-sense.

Thus, using the resources allocated by the State Oil Fund, 95 new settlements were constructed, complete with social and technical infrastructure, with residential apartments covering the total area of 3.2 million sq.m, improving the housing conditions for 50 thousand families and 250 thousand refugees and IDPs. The leaders of influential organizations visiting Azerbaijan have highly regarded Azerbaijan’s efforts and collaboration with international humanitarian organizations in this area.

The reason is clear... It is because today’s leaders of Republic of Armenia were the same persons instigating separatism in Nagorno Karabakh and participants of ruthless crimes against peaceful Azerbaijani civilians. Non-constructive position of these persons, who came to power through the tragedy of hundred thousands of innocent people, have placed in difficult position not only the Azerbaijani refugees, but also the citizens of Armenian Republic. Today Armenia is excluded from all regional projects. The population lives in hunger and extreme poverty. Although Armenian diaspora organizations tried to sell this conflict to the world as a religious confrontation, when looking at the list of countries who support them openly or covertly, or who cooperate with them closely, it is evident that their claim is utter non-sense.

During the late 20th century the socio-political processes in former Soviet Union were accompanied with conflicts in some of the republics that were subjects of Soviet Empire. The peaceful Azerbaijanis who resided in the territories of Republic of Armenia, Nagorno Karabakh and its adjacent districts of the Republic of Azerbaijan, suffered the most from these events. Territorial claims of Armenia to Azerbaijan’s Nagorno Karabakh resulted in destruction of hundreds of residential areas, deaths of thousands of people, and about 1 million civilian populations fleeing from their homelands. The roots of the tragedy of people displaced from Azerbaijani lands that were occupied by the armed forces of Armenia, reach into the depths of the history.

Portal provides extensive information on Azerbaijan. Besides serving as a strong response to spurious armenian propaganda, information on Armenia-Azerbaijan, Mountaneous Garabagh Conflict, Khojaly Genocide and Armenian savageries placed in the portal allows world community to take a closer look at Armenian barbarism. Furthermore, Heydar Aliyev Foundation demonstrates photos of genocide victims at various world countries, has articles published in international press on massacre and holds exhibitions consisting of works of painting competition titled “Khojaly Through the Eyes of Children” each year on the eve of Khojaly Genocide.

During 1988-1993 the Armenian forces have occupied the 20% of Azerbaijani lands – the territories of Nagorno Karabakh and its adjacent 7 districts, as well as 27 settlements of districts adjacent to Armenia. Up to 700 thousand Azerbaijanis live as IDPs in their own country, 20 thousand were martyred, 50 thousand persons became disabled, 200 thousand persons suffered various physical injuries, and 4853 persons are missing in action or hostages.

Although the four resolution of UN Security Council, as well as the decisions adopted by NATO, PACE, OIC and other organizations have confirmed the legal basis for territorial integrity of Azerbaijan, Armenia still disregards each one of them. Neither international organizations, nor other circles otherwise talking non-stop about human rights seem to notice this injustice.

Soon after settling in new dwelling areas, Armenians became enthralled with the idea of “Greater Armenia from Sea to Sea”. After establishment of the “Dashnaktsutyun” organization in Tiflis in 1890, Armenian nationalists launched mass killings operations against Azerbaijani civilians throughout Caucasus. The massacres of 1905-1907 were particularly gory. In those years thousands of Azerbaijanis were murdered in Zangezur, Karabakh and other areas.

For several years, the President of Azerbaijan has identified five strategic tasks: to minimize the level of poverty. This figure currently accounts for 5 percent. These tasks also include reducing of oil dependence. Mr. President demonstrated prospective approach in this field. In 2008, he has instructed that, oil-related income should be directed to the non-oil sector. We would face a lot of difficulties if otherwise. One of the other tasks in the spotlight is human rights protection and consistent fight against corruption. State programs have been adopted and are successfully executed in each strategic direction.

The Ambassador underscored that, Azerbaijan has recently been strengthening not only in economic field but also in political field in international arena. 12 tent camps, 16 finnish type settlements were constructed, 8000 houses of simple stone and raw bricks were built for internally displaced persons, 160 thousand refugees and internally displaced persons were involved in income derivation and community development programs, 700 private houses were repaired or restored, 600 public buildings were repaired, additional rooms were constructed and necessary equipment and training aids were provided for 470 schools and health facilities at the territories of Fuzuli and Agdam regions freed from occupation, community development, agricultural, educational, health, micro-credit, income earning, vocational education, development of civil society, infrastructure restoration and other projects were implemented with a support from international humanitarian organizations.

During the visit to USA on April 26, 2006, Mr. Ilham Aliyev, President of the Republic of Azerbaijan met with the representatives of US non-governmental organizations operating in Azerbaijan. In that meeting, where representatives of “Soros” Fund, “Human Rights Watch”, “Freedom House”, “IREX” organizations and National Democratic Institute were present, representatives of non-government organizations noted that all conditions had been created for activity of non-government organizations in Azerbaijan.

At the same time, during the visit a meeting of wide composition was held with Oscar Arse, Chairman of the Chamber of Deputies of Mexico, management and senators of the Mexican Senate, including Francisco Arroyo Vieyra, the Vice-President of the Senate (Deputy Chairman), Senator Carlos  Jiménez Macías, author of the decision on Armenia-Azerbaijan, Mountaneous Garabagh Conflict and Khojaly Genocide adopted in 2011 in Mexican Senate, Senator Carlos Navarrete Ruiz, Group Leader of Institutional Revolutionary Party, which constitutes a majority in the Senate.

11. The Assembly condemns any expression of hatred portrayed in the media of Armenia and Azerbaijan. The Assembly calls on Armenia and Azerbaijan to foster reconciliation and to restore confidence and mutual understanding among their peoples through schools, universities and the media. Without such reconciliation, hatred and mistrust will prevent stability in the region and may lead to new violence. Any sustainable settlement must be preceded by and embedded in such a reconciliation process.

The Ambassador underscored that, Azerbaijan has recently been strengthening not only in economic field but also in political field in international arena. In addition, Japanese companies are actively involved in the development of oil fields of Azerbaijan which is rich in natural resources and establishment of pipelines. Japanese companies are also interested in investing in Azerbaijan’s non-oil sector and I believe that, this in turn will lead to the further development of economic relations in future.

1. The Parliamentary Assembly regrets that, more than a decade after the armed hostilities started, the conflict over the Nagorno-Karabakh region remains unsolved. Hundreds of thousands of people are still displaced and live in miserable conditions. Considerable parts of the territory of Azerbaijan are still occupied by Armenian forces, and separatist forces are still in control of the Nagorno-Karabakh region.

For several years, the President of Azerbaijan has identified five strategic tasks: to minimize the level of poverty. This figure currently accounts for 5 percent. These tasks also include reducing of oil dependence. Mr. President demonstrated prospective approach in this field. In 2008, he has instructed that, oil-related income should be directed to the non-oil sector. We would face a lot of difficulties if otherwise. One of the other tasks in the spotlight is human rights protection and consistent fight against corruption. State programs have been adopted and are successfully executed in each strategic direction.
