Cold-induced inhibition of CO2 assimilation in maize (Zea mays L.) is associated with a persistent depression of photochemical efficiency of photosystem II (PSII). However, very limited information is available on photosystem I (PSI) photochemistry and PSI-dependent electron flow in cold-stressed maize. The extent of the absorbance change (δA820) used for in vivo quantitative estimation of photooxidizable P700+ indicated 32% lower steady state oxidation level of the PSI reaction center P700 (P700+) in cold stressed compared to control maize leaves. This was accompanied by a 2-fold faster re-reduction rate of P700+ in the dark indicating a higher capacity for cyclic electron flow (CEF) around PSI in cold stressed maize leaves. Furthermore, the increased PSI-dependent cyclic electron flow(s) was associated with a much higher stromal electron pool size and 56% lower capacity for state transitions compared to control plants. To examine NADP(H) dehydrogenase (NDH)- and ferredoxin:PQ oxidoreductase (FQR)-dependent CEF in vivo, the postillumination transient increase of Fo’ was measured in the presence of electron transport inhibitors. The results indicate that under optimal growth conditions the relatively low CEF in the maize mesophyll cells is mostly due to the NDH-dependent pathway. However, the increased CEF in cold-stressed plants appears to originate from up-regulated FQR-pathway. The physiological role of PSI down-regulation, the increased capacity for CEF and the shift of preferred CEF mode in modulating the photosynthetic electron fluxes and distribution of excitation light energy in maize plants under cold stress conditions is discussed.

Ian G. McIntyre was a member of the Canadian Forces for over twenty-six years. Ian joined the Canadian Forces as a technician in 1970. He was accepted into the University Training Program - Non-Commissioned Member (UTPNCM) in 1974 and graduated from Royal Military College in 1978. After receiving his pilot's Wings, he served in Gagetown with 422 Squadron and then with 403 Squadron as a CH-135 Twin Huey instructor pilot. Ian was posted to 444 Squadron in 1983 to fly the CH-136 Kiowa as part of Canadian Forces Europe (CFE). In 1984 the Governor-General invested Ian as a Member of the Order of Military Merit. While in Germany, Ian was promoted to Major and completed this tour as a Flight Commander. In 1988 he attended the Canadian Forces Command and Staff College (CF CSC) in Toronto.

We place the highest value on the CFE Treaty regime with all its elements and underscore the strategic importance of the CFE Treaty, including its flank regime, as a cornerstone of Euro Atlantic Security. We are deeply concerned that the Russian Federation has continued its unilateral "suspension" of its legal obligations under the CFE Treaty. This action does not contribute to our common objective of preserving the long-term viability of the CFE regime and we urge the Russian Federation to resume its implementation. The current situation, where NATO CFE Allies implement the Treaty while Russia does not, cannot last indefinitely. We have offered a set of constructive and forward looking proposals for parallel actions on key issues, including steps by NATO Allies on ratification of the Adapted CFE Treaty and by the Russian Federation on outstanding commitments related to Georgia and the Republic of Moldova. We believe these proposals address all of Russia’s stated concerns. We encourage Russian authorities to work cooperatively with us and other concerned CFE States Parties to reach agreement on the basis of the parallel actions package so that together we can preserve the benefits of this landmark regime.
