Dalam menyelesaikan rekonstruksi keseluruhan tatanan sosial yang telah mapan, revolusi sosial karena itu mengasumsikan sebuah kewajiban untuk memperhatikan kebutuhan terpenting masing-masing orang. Satu-satunya pengecualian adalah mereka yang tidak bekerja, yang menolak berperan di dalam sistem produksi yang baru di atas landasan/dengan alasan kontra revolusi.

In tackling the reconstruction of the entire established social order, the social revolution thereby assumes an obligation to look to everyone's essential needs. The sole exception will be those who do not work, who refuse to play their part in the new system of production on counter-revolutionary grounds. But, broadly speaking, and with the exception of this last category of people, all the needs of the entire population in the region where the social revolution has taken place will be met out of the revolution’s general stock of food supplies. Should the quantity of goods prove insufficient, they will be allocated according to need, with priority being given to children, the infirm and workers' families.

عند معالجة إعادة بناء كامل النظام الاجتماعي القائم , ستأخذ الثورة الاجتماعية على عاتقها التزاما بأن ترعى الحاجات الضرورية لكل فرد . سيكون الاستثناء الوحيد أولئك الذين لا يعلمون , الذين يرفضون أن يشاركوا في النظام الجديد للإنتاج على أساس الثورة المضادة . لكن , إذا تحدثنا بشكل أوسع , و باستثناء هذا النوع الأخير من الناس , فإن كل حاجات السكان في المنطقة التي قامت فيها الثورة الاجتماعية سيجري تلبيتها من مخزون الثورة العام لإمدادات الغذاء . إذا تبين أن كمية البضائع غير كافية , فسيجري توزيعها بحسب الحاجة , مع إعطاء الأولوية للأطفال , العجزة و عائلات العمال .
