The shift from a monumental scale to a much smaller scale also disturbs hierarchy: that which seemed immense and immutable becomes vulnerable and that which was insignificant becomes important. In these works two visions stand opposed : one a retrospective approach, and one that is more prospective but less concerned with permanency.

There is no reason for world to continue existing as a chaos it has always been. We, people from Crom Alternative Exchange Association have decided to step into a concrete realization of an innovative idea about the new world that stands right in front of us and awaits our children; A world in which the economy is not imparted as the virtual and the real one; a world of liberated creativity and highly developed collective awareness that only one human race exist - the one which is not divided on the ruling class and the ruled. As a basic condition for existing of any democratic civil society, today we begin to build a tomorrow of sustainable economy based on common sense, financial democracy and social justice in whose heart beats the monetary sovereignty and financial independence of all members of the community. The world we wish is a world where jobs are created by understanding of what is best for all of us, rather than because of the need for income.

The 12th Francophonie Summit took place in a context of financial and food crises. It was marked by several innovations: four themes instead of one, a shorter declaration containing strong and specific commitments, and a new formula with four environmental round tables that allowed heads of state and government to engage in discussions within a narrower framework, a first for La Francophonie. Heads of state and government expressed their support for the initiative to hold a global summit on the financial crisis and the reform of the international economic system. They also pointed out that the financial crisis should not overshadow the food crisis and be resolved at the expense of developing countries.

This Round has a concrete potential to achieve much for developing countries. So will this Round live up to its name? Will there be a discussion on whether or not it has attained the objective of promoting development? In fact, we will only know the answer to these questions when the Round is concluded — or even later, when its results are implemented. To me, therefore, the main question about this Round of trade negotiations is not a Shakespearean one, a Hamlet dilemma of “to be or not to be” a development round. The main question is actually whether or not the results of this round translate into poor countries’ increasing their level of development.
