So we set off to the first working group on the topic of «Desertification, land degradation and drought»; I had already missed lunch. This was a sobering experience. I accompanied the federal official and spokesman for the Swiss delegation in this group and provided some support – I had over 30 years experience in dealing with these topics, which also form part of the focus of my research. The meeting lasted three hours and was concerned with ironing out around 10 highlighted points of disagreement on a single page of the conference text. There was bargaining about the words and word order but much more so about the hidden agendas and politics. The spokesmen were the USA, the EU and the representative of the G77 group of developing countries. The stupid thing was that I understood all the positions, I knew what they secretly wanted and understood the underlying political intentions. It is difficult to have your own position in such circumstances, and the Federal Council had not given us any specific instructions on this topic.

Comme j’avais de tout façon raté le déjeuner, me voilà parti pour le premier groupe de travail sur le thème «Désertification, dégradation des sols et sécheresse». Je fus bien déçu. Certes, j’ai tenu compagnie à l’employé fédéral porte-parole de la délégation suisse et l’ai soutenu à quelques reprises. Il est vrai que j’ai tout de même 30 ans d’expérience dans le domaine et que j’ai mené des recherches approfondies sur le sujet. La séance a duré trois heures, qui ont porté sur la mise au net d’environ dix points de désaccord soulignés sur une seule page du texte de la Conférence. La discussion a tourné autour de mots mal employés et de phrases mal agencées, mais il était en réalité bien plus question de politiques et d’intérêts sous-jacents. Les porte-parole pour cette séance étaient les Etats-Unis, l’Union européenne et le représentant des pays en développement, G77. Le problème, c’est que je les comprenais tous. Je savais ce qu’ils voulaient en secret, connaissais leurs intentions politiques cachées. Dans de telles circonstances, il est difficile de défendre ses convictions et le Conseil fédéral ne nous a pas donné de consignes pour de tels cas.
